Sweden is a near-belligerent. She fears Russian aggression; she yearns to recover Finland; she is not much pro-German, but she is strongly anti- Russian. Denmark hates Germany for the loss of Schleswig-Holstein. She fears future German aggression; she sym- pathizes with England; she would like to fight on the Allies’ side, but she would be so easily overrun across her border by German forces that she is naturally afraid. Norway’s interest is the same as Sweden’s. She has nothing to gain, indeed, as Sweden has in Finland, by attacking Russia but has peril from Russia’s anxiety for an Atlantic port. Norway will undoubtedly remain neutral if she possibly can. Says Theodore Roosevelt—*‘Foolish people say that the Monroe Doctrine is outworn, without taking the trou- ble to understand what the Monroe Doctrine is. As a matter of fact, to abandon the Monroe Doctrine would be to invite overwhelming disaster. In its essence the Monroe Doctrine amounts to saying that we shall not permit American lands around us to be :made footholds for foreign mili- tary powers who would in all prob- ability create out of them points of armed aggression against us.” The state of Minnesota has taken another big step as champion butter- maker. Of the 16 national prizes offered, 13 of the trophies now rest in this state. Although most resi- dents of the state haye a general and vague; belief that Minnesota pro- duces . a high grade. of butter and knom:in the same indefinite way that the, state has won some prizes some- where,. there are but few who realize how completely the state has out- stripped, all others and how sweeping, have been, her, victories. During 1916 we will have an extra, day. On. this. day—Tuesday, Feb. 29+-the United States will become milljons of dollars richer on account of the extra,twenty-four hours of time. Eyery person will receive an extra day’s revenue. Duluth will celebrate ‘“‘Prosperity Day” on that date. We believe that it would be wigse_for Bemidji to follow the plan instituted by Duluth. North Dakota has 333 consolidated rural schonls at the present time as compared. to only 114 in 1911. It is eyident that the people of. that state,are. . waking up .to the advan- tages of consolidated schools. The causes for thg growth in the consoli- dated idea are state and educational campaigns, conducted with great vigor, among the rural communities of the state, Cass Lake will entertain the edit- ors of Northern Minnesota for sev- eral days-next summer. The new year brings several more.cities. under the plan, and in 1917 it is expected-that a goodly, group of municipalities will seek relief in the new. order.of city] government. Two , Cities. Join, This month the cities of New- burgh, N. Y., Sandusky, Ohio, and Niagara Falls, N. Y,, have been placed ungder city, managers, and this addition brings the number of cities trying out this methed of gov- ernment up to twenty-four. Nearly every newspaper reader has read of the remarkable results achieved at Dayton, Ohio, which has had- the system in, efficient, operation. for two years. Much has been written con- cerning the savings effected in that instance, and Dayton is still the largest city to try it. out. Pitts- burgh-and -Detroit are .seriously dis- cussing the advisability of trying it out in their city government, while other large cities have active organi- zations logking to the same.end. Based on, Efficiency. The commission manager plan is a radical departure from our popular government. It is based on efficiency and responsibility to the people, not on the political fortunes of leaders or cliques. Dead- wood, waste, graft and temptation to saddle debt onto the municipality are, all eliminated. In consequence, the taxes are kept. to the lowest possible level, and the public expenditures purchase the best that money can, buy in the open market. Such is the theory under which the new form of city government was worked out, and the reports from the cities which, have already adopted the plan testi- fy to the success of the city man- ager government, in cases where the plan has been put into effect without strings or hitches. Help to Nation. Practically all of our political abuses, civic, state or national, have their origin in the political misman- agement of cities. It is contended by the advocates of the city-manager plan that the cleaning up of our cities, the taking of their manage- ment out of politics, will do more to purge the politics of state and na- tion than any other one thing that could possibly be attempted. The experienee of the big cities of the country is a story of extravagan:e, waste, graft and manipulation of contracts. The taxpayers have paid the bills, or are bonded to meet in future years the burden of.debt;that has been piling up. Now and then reformers have arisen to protest, and: all honest citizens have become dis- satisfied. Tax-dodging has become popular in self-protection; for, mo. man relishes.the furnishing of money: for waste, and joiling. of political .ma- chines in city halls. Adopted by 24 Cities.
