Mason.) * * United Press Staff * * Correspondent. * (R R e R Reports have been printed in Ger- many this week that the government intends imposing war taxes on the people instead of continuing to meet the expenses of the conflict exclu- sively with borrowed money. Leaders of the various parties in the reich- stag have been called in conference, so that the government’s proposals may not be debated in the national legislature. Last August, Dr. Helfferich, the German finance minister, declared in the reichstag that the government would impose no new taxes during the war, and that the war’s expenses would be met by indemnities col- lected from Germany’s enemies. The reported decision of the government to reverse its taxation policy is a matter of the utmost importance. It indicates the idea of Germany win- ning the war so decisively as to exact financial payments from the quad- ruple entente is disappearing. The effect of new taxes on the German people will be disturbing andundoubt- edly will cause deeper examination of terms on which the war may be ended. . s » British troops this week reached the outer defenses of Bagdad, at Dia- lah, 10 miles south of the ancient Mesopotamian metropolis. - Bagdad’s fall, apparently, is but a question of a few days. Its surrender to the British would be the severest blow to German aspirations since the fail- ure of the kaiser’s armies to capture Paris. The Germans have marked Bagdad as the center of the new colonial em- pire which they hope to acquire in Mesopotamia. In this area, where the wordl's civilization ‘was born, Teutonic influences are destined, ac- cording to imperialist belief in Ber- lin, to create a new civilization cen- ter. German statesmen long have been prepared to make sacrifices to ob- tain Bagdad. British occupation of the city will not make or remake or discourage Germany’s attiiude * to- ward that part of the world. Ger- many will make British evacuation of Mesopotamia one of their principal demands. They undoubtedly will be willing to pay heavily for this, in the form of evacuations of territory now held by German arms. L . Reports have been in circulation this week that a large Russian army is now concentrated in the Odessa military district, ready for dispatch to the Balkans. It is not improbable that such is the case. Russians have ceased in their offensive along the eastern front, and they may well be preparing, therefore, for a Balkan drive. Reports from Bucharest de- clare the Rumanians are ready for ‘'any policy that will make the most out of the war for themselves, and there is no- doubt but that the czar can purchase right of way for his armies through Rumanian territory. The price, however, must include the concentration of so large a Russian army that Rumania will run practic- ally no risk of being invaded and de- vastated by the Teutons. The Bulgarians were checked in southern Serbla last week and are unable, in their present force, to drive the Serbs into Greece, for the purpose of complicating the Allies’ diplomatic difficulties at Athens. Anglo-French reinforcements are ar- riving at Salonika and are being sent into southern Serbia. It is probable their purpose is to work to the northeast in an effort to capture Sofia. ' The Austro-Hungarians and Ger- mans cleared the main Serbian army this week out of the territory west of Nish. The Serbs continue intact, ‘however, and are still in a position to resume the offensive if reinforced by the Allies operating through Al- bania. ¥ KKK EX KK KKK KK KKK * BUY RED CROSS SEALS, & KKK KK KRR KKK KKK The governor of Minnesota is tak- ing an official as well as a personal part in the Red Cross Christmas Seal campaign this season and is calling attention to the educational as well as financial value of the seal. Governor Hammond was deeply impressed by the electric light which he saw at a tuberculosis exhibit, flashing every thirty seconds to in- dicate the death from tuberculosis of someone in the civilized world. “] am appalled at this statement and I feel that every method and de- vice should be employed to rid the world of so terrible a disease,” says the governor. “The sale of Red Cross Christmas Seals serves a double purpose; first, it calls attention to the financial outlay in caring for tuber- culosis; secondly, it turnlsh'es a means to carry on the work of pre- venting and relieving a disease which claims one of every four persons dying between the ages of fifteen and fitty. “I am glad to see that efforts are being made everywhere to combat the ravages of tuberculosis and I feel that the Minnesota Public Health as- sociation is to be commended in its efforts to make Tuberculosis Week, December 6 to 12, one in which the ‘people will be instructed in the fight to prevent and eradicate this evil.” The governor is urging all state officials to boost the campaign per- sonally and officially by buying and encouraging the purchase of the seals, ninety per cent of the proceeds lof which will be used in anti-tuber- culosis work in this state. _— CARBON PAPER Any Color 108 Sheets to Box PRICE $3.00 BEMIDJI PIONEER PUB.
