New York, Oct. 19.—When Presi- dent Wilson declared that “the ques- tion of rural credit is the most vitally important problem confronting the American people today,” he certainly knew whereof he spoke. ¥ You farmers- who go blindly on from year to year, letting financiers dictate - whether you shall have enough cash at reasonable interest with which to run your farm, are doing a very foolish and unnecesasry thing. Yesterday I told you how you could form an efficient national mar- keting organization with, ramifica- tions in every township in the coun- try. System Controlled by Farmers. Today I am going to show you how you can form a national rural credit system along the same lines. A sys- tem owned and controlled, not by bankers, not by ‘business or profes- sional men, nor- by anyone whose in- terests’ would conflict with yours— but owned and controlled absolutely by you—The Farmer. . What I tell you here is nothing but facts about a system which, in the 151 years it has been in opera- tion in Germany, has not known a single failure. Its bonds now hold their owns as they always have, ‘whether in normsl or in abnormal times. Why? BECAUSE ITS BONDS ARE BASED UPON THE LAND IT- SELF, WHICH NO ONE CAN HARM; AND THEY ARE BONDS ISSUED BY THE FARMER HIMSELF. The system is known as the Land- schaft. YOU can adopt and adapt it in the United States if you will. You would thus ha financial co-operations under charter from the United States government. The bonds would draw 3 to 4 per cent and run from 50 to 75 years. A ‘Who, you ask, will be the buyers? Your neighbors; the butcher, the shoemaker, the widow with a mite to invest; all people with small sav- ings or large. The security for so small as a $100 bond is still your $5,000,000 worth of land. That land is the capital stock of your borrow- ing association. The security Farmer Bill Smith gives to this organization, {in which he is a partner, by the way) is a mortgage on his particular land. Under this system there are no law- suits because the farmer’s mortgage is rendered equivalent to a judgment against the land, which the organi- zation itselt would enforce, if neces- sary, to collect. Must Determine Land- Titles. Before this system could be suc- cessfully operated in the United States, however, the national govern- ‘ments would have to pass legislation prohiibiting further guestions of land titles on lands of the co-operations, and also for determining the soil valuation of each section. State law changes would also be necessary in this connection. However, this is the only REAL solution of the problem of rural credit. But the other and large moneyed in- terests of the country will favor this system, because it will put you on.a prosperous basis and therefore in- crease and stabilize the value of their own interests. . Opposition by Loan Interests. You will find that your opposition will come from the small-loan finan- cial interests, who are not anxious to see you get out of their grip by organizing your own financial sys- tem and having the people at large turn their money direct over to you, on bona-fide and gilt-edge security, because they are at present obtain- ing this very money from the people and lending it to you. You must not forget that you own the land, and that the land is the ‘basis of all. wealth; that therefore you must hold the fundamental se- curity. It is only a question of put- ting this security in acceptable form. All you need is ORGANIZATION. You must have NATIONAL organiza- tion. Given that, you will have no more credit troubles.
