The War- road Pioneer says in a couple of weeks from now the distance from ‘Warroad to America postoffice will be about thirty minutes by automobile and about fifty minutes to Clear River. The International Falls Jour- nal says the same rule will apply in Koochiching county soon. Good roads and autos will bring farms close to town though they may be located many miles from trading points. The same is true between here and Minneapolis. Recently two Bemidii attorneys went from Bemidji to Min- neapolis in eleven hours by auto. Hennepin county woted “wet” at the election yesterday. Minneapolis, the biggest and most prosperous city in Minnesota could not afford to, as a business proposi- tion, to sit upon the ‘“water wagon” and watch its citizens allay their thirst in the smaller Twin—for no matter what the outcome was in Hennepin there is little likelihood that Ramsey county would go dry under the county option law. In other words, the citizens of Hen- nepin county could not believe that ‘Minneapolis should lose all the rev- enue derived from its liquor licenses and at the same time still have the attendant evils, owing to the fact that “every thirsty Minneapolitan would straightway himself to the Saintly City and probably drink more than was good for him because he had so far to go to get it. The best weather prophet in the world is.the United States Weather Bureau, which is right at least four times out of five. In regard to the less scientific guides, however, here are a few weather signs which are older probably than anyone living to- day. Experience has shown them to be fairly reliable,-and some of them can be explained on a scientific basis: “Moonlight nights have the heav- iest frosts. ¢“The higher the clouds the finer the weather. “The farther the sight the nearer the rain. “Dew is an indication of fine ‘weather. “When stars flicker in a dark background, rain or snow follows soon. “Expect a strong wind with stormy weather when smoke from chimneys hangs near the ground. “Here are a few in verse. Russia’s ultima- R tum. to Bulgaria is the final = effort which. will deter- mine whether or not the czar has lost the. original cause of the present European conflict. Primarily the ar was brougut because Russia and Austria- Hungary wanted > each to exercise JW.T Mason practically suzerain powers over the Balkan states. If Bulgaria refuses to heed Russia at this juncture, Petrograd will not re- cover its vanished Balkan prestige for many years to come. By permitting Russia to act alone in addressing a 24-hour ultimatum to Bulgaria, the other powers of the “quadruple entente” recognize the czar’s superior rights in the Balkans. Russia is given a free hand to keep her Slav protege loyal to Pan-Slay aspirations and away from the temp- tations of the rival Teutonic interests. If the Sofia government pays atten- tion to Russia’s demand, the czar can claim that his racial influence prevented Bulgaria from seriously adding to the troubles of the Allies. Russia will thus be in a position to claim a paramount position in the Balkans, even though her armies are unable to expel the Teutons from Russian soil. But if, despite Russia’s admonition, Bulgaria enters the war with the Teutons and the Turks, the czar’s power in southeastern Europe will be shattered. Slavism cannot by any possibility then be re-established in the Balkans by the Slavs themselves for the only Slav power available for the work will be Serbia. The Serbs are quite incapable, of course, of holding back the Teutons and the Bulgars. If the work is to be done at all, it must be done through the efforts of the non-Slav nations. Should the Austro-Germans and Bulgars be prevented from overrun= ning Serbia by Great Britain, France, Italy and possibly Greece and Ruma- nia as well, Russia would have no claim for consideration. No domi- nant control thereafter could be ex- erted by the czar at the Balkan capi- tals because Russia would possess neither material nor racial influ- ences. If Bulgaria enters the war against Russia, she must enter it also against pan-Slavism. The two can- not-be separated. This doesn’t mean that the overthrow of Slav dominance in the Balkans will mean the estab- lishment of Teutonic suzerainty. If Russia is to be defeated over the in- itial cause of the war, so probably is Austro-Hungary. In the end the Balkan states are likely, therefore, to have more liberty of action than before the war and hereafter to be under the control of no single power.
