The strength of President Wilson’s note to Germany lies beneath the sur- face. Outwardly it is calm, almost too calm; but upon examination it is seen that the formal civility of its expression is in reality a mask for a grave and final proposition to the Imperial German government. Who- ever may feel that this note is a dis- appointment, is misled by the pres- ident’s indirect form of speech, which was necessary in order not to go be- yond the bounds of official respect for Germany’s dignity, says the Min- neapolis Journal. The gravamen of President Wilson’s document is that it puts squarely up- on Germany the responsibility for the future relations between that nation and the United States. Put shortly and in direct language, it gives Ger- many a choice of alternatives, one of -which may afford an amicable settle: ment of our strained relations. It asks Germany to disavow the wret- ched and inhumane acts of its sub+ marine commanders, and it asks Ger- many to guarantee that it will give up this method of warfare upon un- armed merchantmen for the remain- der of the European war. Stated in this bald fashion, the stiffmess of the president’s note is seen to be almost.inflexible. It: af- fords Germany an. easy' wayout,.if Germany cares to accept such a way out. As for reparation, the pres ident: rightly says that the loss of American lives is an injury for which there can be no full: reparation; what the Amrican people insist upon:|. is not the amount of character: of reparation, but the absolute and up- equivocal assurance that there will be no recurrence of such acts. And then comes the last strong paragraph declaring that no word or act will be omitted by this govern- ment that may be necessary to main- tain the rights of the United States and its citizens.
