Bills, instead of being consid- ered in calm deliberation, were dis- posed of by the dictates of passion’ and prejudice. Much business failed utterly of any consideration what-| ever. The fault is largely with the house, which in supreme indifference to its obligations, frittered away its valuable time in fruitiess: wrangling: and debate.
