Plans for. the formal opening of the Panama canal are about complet- ed. Lieutenant Commander Need- ham L. Jones, naval aid to the pres- ident, has announced the program so far as the chief executive’s part there- in is concerned. Twenty-seyen foreign and seven- teen United States battle ships will participate. The ships will assemble at Hampton Roads between February 10 and 15. The officers of the fleet will go to Washington and, on Feb- ruary 20, will be present at the White House when Wilson presses the button which will open the expo- sition. On the twenty-second the president will go to Hampton Roads to review the ships as they sail for the eastern entrance to the canal. On March 5 the president will sail on the U. 8. S. New York, for Colon. The vessels are due to arrive in Colon on March 10, when Wilson will board the Oregon and sail through the ranal. He will stop in Santiago on the way and arrive in San Irancisco on the twenty-fourth, where he will remain for four days, returning to Washington by rajl in a private car. The nation’s head will be accompa- nied by the secretary of war and his naval aid. Approves_Seal Sale. Archbishop Ireland declares him- self emphatically for the abolition of tuberculosis from Minnesota in a re- cent letter to the Minnesota Public Health association. Recognizing the immense damage done by tuberculosis in this state to human lite, and to hu- man efficiency, as well as the poverty, suffering and death, which results, the Archbishop endorses the work of the Red Cross Christmas Seal Anti- Tubéréulosis campaign in the follow- ing Words: “I heartily concur in_your wish that; this year, there shall be a wide- spread and fruitful disposal of Red Cross Christmas Seals.. Since the pro- ceeds of the sale are to be devoted to the work of the Anti-Tuberculosis crusade, the purchase of those seals is a high act of philanthropic and re- ligious charity.” No more vigorous blow can be struck ‘at tuberculosis than through educational channels, and it is in the schools, public and parachial, that this campaign, financed by Red Cross Christmas Seals, will be chiefly car- ried on. Not Dead Issue. An important matter which will undoubtedly be threshed out by dele- gates to the Brainerd convention of the Northern Minnesota Develop- ment association, December 1, 2, 3 and 4, is the needs for a State Con- stitutional Amendment. The failure of the electors to ra- tify the Third Amendment was a se- rious blow, to.development of state lands, and a corresponding loss to the school fund of the state, which would have been the beneficiary. Then again the loss of this amend- ment may result in the loss to the state of about 500,000 acres of land still to be patented, although Gover- nor Eberhart called attention to the needs of this amendment, the press and voters denied it the support it deserved. Minnesota is a great business corporation that should hire the men who administer her affairs for their worth, not their politics.— Fairmont Sentinel. —— The next legislature should call a constitutional convention, or else submit only one amendment to the voters at the next general election. Little Rock, Ark., Nov. 23.—Forest fires, reported burning in many coun- ties of the state, and particularly northwest, north and northeast of Little Rock, are said to be increasing in headway. Several calls for as- sistance have been made to the fed- eral forest rangers’ force at Hot Springs. Smoke palls following the Arkansas river crept over Little Rock, bring- ing an almost nightlike darkness.
