VIENNA IS FAGING SERIOUS PROBLEMS Vienna, Sept. 16.—The authorities are adopting the sternest methods to suppress rioting by the unemployed. The problem of caring for the refu- gees is a desperate one. Thousands of refugees from Galicia have arrived here. They have added to the ranks of the idle to such an extent that the |53 officials are alarmed and are divert- ing many of the men to work on the & earthworks that are being constructed | to defend the city. The police have been ordered to prevent street parades of the unem ployed. Several of these mass meet- ings have been held at which violent speeches have been made.
