Last year the eleven captured the gridiron cham- pionship of northern Minnesota and ‘prospects for a serics of sweeping vic- tories this fall' are bright. Three Dynasties. Three dynasties remain in Europe that may threaten the world’s peace as long as they hold power. They are the Hapsburgs, the Hohenzol- lernsi and the Romanoffs, represented today respectively by Emperor Fran- cis Joseph of Austria, Kaiser Wil- helm of Germany and Czar Nicholas of Russia. This is not an arraign- ment of the individuals mentioned. They may be royal gentlemen and patriots—according to their lights. The trouble lies in their family heri- tage of tradition and precedent. They have carried into the twentieth cen- tury the medioval notion of the “di- vine right of kings.” They repre- sent today what the misnamed “Holy “Alliance” typified in 1815, when the monarchs of Austria, Prussia and Russia proclaimtd themselves “dele- gated by providence” to rule over their subjects and agreed to support each other in case of interference with their royal prerogative. The majority of the people ruled by these three sovereigns have long outgrown their old, ignorant belief in the “di- vine right.” The Germans, partic- ularly, are as capable of self-govern- ment as the English. It is not the people of thes> three great nations that make wars of conquest or re- prisal. The plain people there, as clsewhere, when left to their own de- vices and not inflamed by cunning or mistaken leadership, want peace. If the War of the Powers unseats one or all of these anachronistic dynas- ties and leave the nations in position to manage their own affairs demo- cratically, for their own welfare, the war will not have been altogether in vain. And some such result must be expected. The conflagration started by the autocrats may sweep away autocracy. Eight Hours and Agriculture. It is doubtless highly desirable that no human being should work more than eight hours a day. If the curse of Adam can be reduced to seven hours, or six, or five, all the better. There are plenty of ways to use the surplus time. Books, healthful spont, social diversions, and a considerable measure of plain loafing enter into any rational scheme of life. It may also be agreed that when one man ‘works. for another, it is permissible for the employe to insist that the employer chall not make him work so many hours of the day that he has-no time left for recreation and self-improvement. But the working. people of California seem disposed to carry this principle pretty far. In an effort to gafeguard their own rights, they -are seeking to enact an eight-hour law so drastic that it may cripple California industries and possibly react to their own disadvan- tage. The proposed law, to be voted on in a referendum this fall, would +make the eight-hour .provigion uni- versal and iron-clad. The only ex- ceptions to its operation are cases of “extraordinary emergency raused by fire, flood or danger to life or pro- perty.” Over-time work is absolutely prohibited even for farming, fruit- gathering and -domestic service. The exigencies of the harvest season have often been made an excuse for unnecessarily long hours - and ex- hausting toil on the part of farm hands and fruit pickers. But under existing agricultural conditions it is difficult to see how occasional over- time can, be avoided.
