Premier Asquith in the house of commons confirmed the sending to Germany of a request that she should glve the same assurance of the neu- trality of Belgium as France had done and that her reply should be sent to England at once. A proclamation by King George commanding the mobilization of the British army was read from the steps of the Royal exchange. A huge crowd cheered and sang the British national anthem. Germany's reply to Sir Edward Grey's speech indicating the British attitude in regard to the violation of Belgian territory by Germany was a second ultimatum from Berlin to Brussels saying Germany was pre- pared to carry through her plans by force of arms if necessary. The British government was official- ly informed by Belgium that German troops had invaded Belgium and that the violation of that country’s neutral- ity, which the British foreign secretary intimated must be followed by action on the part of the British, had be- come an accomplished fact. What. the British admiralty intends to do is not ascertainable and no news is made public as to the move- ments of British war vessels. That precautionary measures are being taken became known through a sug- gestion issued by the admiralty to British ships bound for continental ports north of Callals. These were advised to divert their course to British ports. NO AMERICANS CAN LEAVE GERMANY NOW ‘Washington, Aug. 5,—No Americans can leave Germany for the present. Through the German embassy at New- port the state department has been informed that during the progress of mobilization no foreigners will be per- mitted to depart. The order applies to men, women and children, although its purpose is to. prevent the flight from Germany of men eligible for military service under pretext of citizenship. The inclusion of women and chil dren in the decree is explained by the apprehension that valuable military information regarding the process of mobilization and especially the points of concentration of the German army forces might be conveyed to the en- emy by women. IN DEFENSE OF HER HONOR Ready to Fight the World, Kaiser Says. Aug. 5.—Germany is pre- fight the entire world in de- tense of her honor. Kaiser Wilhelm, in effect, so told the reichstag. He made no effort to conceal the gravity of the situation. .Buf he placed the blame for the break squarely at the door of France and Russia. A German “white book” throws re- sponsibility for the war on Russia and France. German troops have penetrated French territory near Mars-La-Tour, scene of a bloody battle in 1870. Gen- eral Joffre, French commander-in- chief, at once left for the front. The United States embassy in Paris is to look after German interests in France and after French interests in Austria. Austrian troops are reported to have been defeated with heavy loss by the Servians. German army aviators dropped bombs on the French fortress of Lune- ville, but caused but little damage and no loss of life. Japan officially declares she may join the war if England becomes in- volved in the Far East. The North German Lloyd liner Kronprinzessin Cecilie returned to American waters at Bar Harbor, Me., arge amount of gold on board. A German cruicer bombarded a French naval station in Algeria and then retired. French minister of war hears that (iermans executed M. Samain, former president of the French War society, who lived at Metz. FINANCE BILLS ARE PLANNED IN FRANGE Paris, Aug. 5.—-The French govern- ment intends to introduce in parlia- ment several bills to meet the ex- penses of the war and to.regulate business. One of the measures will authorize the Bank of France to in- crease its note issue. A second meas- ure to be introduced will extend the moratorium to other debts, including house rent. The government will ask for ratifi- cation of an agreement with the Bank of France by which funds can be ad- vanced by it to the government. The government also will request parliament to authorize the opening of the necessary credits to meet ex- penses and to obtain resources by a single’ decree.
