To ‘make such an election effective in giving expression to prevailing sentiment, compulsory voting should be required. This could be done by putting a stiff poll tax on those who would vote at the general election, but did not vote at the primary. Our primaries as now conducted are a good deal of a farce, since nominations are usually made by a very small minority.
