COMMISSION TO REPORT Interstate Body Will Inform Senate of Facts Brought Out at the Pres- ent Investigation of Big New Eng- land Corporation. Washington, May 25.—Tentative suggestions for the report of the in- terstate commerce commission to the senate on its -investization of finan- cial affairs of the New Haven rail- road are beginning to take form. Al- though not in a final stage they relate to legislation that may grow out of the inquiry and to evidence of ex- travagance in the management of the system and the acquisition of sub- sldiaries. Officials of the commission incline te the belief that money im- properly diverted from the New Ha- ©ven treasury to those interested in promoting transactions by which the road is alleged to have been mulcted of large sums might be recoverable through private suits against those who profited. It has not been determined definite- ly what witnesses will be called when the hearing is resumed Tuesday, but it is likely that Lewis Cass Ledyard and George F. Baker will be among the first. TENTATIVE PEACE PLANS Program Mapped Out Provides for the Elimination of Not Only Hu. erta, but of Carranza and Zapata, the Bandit Leader, as Well. Niagara Falls, Ont, May 25.—The mediators who are trying peacefully te settle the Mexican trouble are mak- ing favorable progress, according to Justice Lamar, one of the United States representatives. +His statement was borne out by the announcement that the first full conference of the peace meetings had been arranged. The announce ment came after the Mexican repre- sentatives and the United States rep- resentatives had held separate meet- ings with the mediators. The fact that a full conference is to be held is significant in view of the fact that such conferences are to be held only upon the request of the representatives for an expression of views for the presentation of a basis of settlefent or for their ac- ceptance or rejection. It 18 believed the mediators have already submitted to both the United States representatives and Huerta’s delegates the tentative plans on which they hope to build peace. These plans include not only the elimination of Huerta, but provide also that Carranza, leader of the pres- ent revolution, and Zapata, the ban- dit, who says he is ready to attack Mexico City, shall withdraw as con- tenders for the presidency of Mexcio- Pending General Election. The mediators also desire to ar- range it 8o that a provisional govern- ment can be selected pending a gen- eral election for the selection of a new president and national officers. The plan for election. provides that neither Huerta, Carranza mor Zapata shell be candidates for the presiden- cy or shall influence the elections. Villa is not mentioned in the ten- tative list of men who shall be barred from the presidency, it is said. Just how these plans are working out is problematical. It is said the mediators at present are trying to ad- just only the differences between the United States and Huerta. The revo- lutionists have not yet been taken in- 16 consideration, it being planned to acjust the differences between the two Mexican factions after matters have been cleared 'up between Huerta and the United States. $ Many say that the mediators never will be able to induce Carranza to withdraw his claims on the presiden- cy. As leader of the rebels he is al- 1most certain to overthrow Huerta and so far he has refused unconditionally to take part in the mediation con- ferences. Halifax, May 25.—The loss of the new lightship Halifax No. 19, with all the twenty-five men on board, is in- dicated by the discovery of wreckage and three bodies ‘near Liscomb, 100 miles east of here. The lightship was on her way to. this port from Paisley, Scotland, where she was bullt. - The lightship, which was due here Friday, is believed to have struck a rock while feeling her way through the thick fog that has enshrouded the coast for several days. The wreckage was sighted and the bodies picked up by the steamer Duf- ferin, which reported that lifebelts marked “Halifax No. 19" were strapped -about each of the victims. Upon receipt of the news of the wreck the government marine agency here made preparations to send out steamers in search of other bodies. All the victimg are believed to be Scotchmen, who were engaged by the builders at Paisley to navigate the vessel across the Atlantic. A The lightship sailed a few days ago from St. Johns, N. F., where she had stopped for coal. Liscomb, the supposed scene of the disaster, is a small island off the eastern coast of Nova Scotia, about forty miles west of Cape Canso. Dozier, capitalist and philanthropist, and member of one of the oldest families of St. Louis, is dead of hardening of the arteries, at the age of sixty-eight years. Mr. Dozier was reputed to have been a millionaire. The family for- tune was made selling hardtack to the soldiers during the Civil wa Mr. Dozier was a member of the ex- ecutive committee of the Louisiana Purchase exposition: He was one ot the organizers of the 8t. Quales, nestor of the Scandinavian- American medical men of Chicago, died at his home from pneumonia. Last January Dr. Quales celebrated his eighty-third birthday.
