The chief purpose of coun- try roads must ever be the promotion of ‘business, farming and the inter- change between cities .and country. In these times of high costs and good prices, better roads are more import- aat than ever from the standpoint of marketing. These market roads, however, serve still another purpose of very great importance. They per- wit a better interchange of social re- lations between farms and between farms and towns, and they offer in- creased and increasingly essential ac- cess to:schools, free delivery, church- es, and other factors in the social life. In these things, the main, in- ter-county and county market roads serve a purpose for all classes of peo- ple, rich and poor alike, in city and country alike. Trunk line coast-to- coast highways, except as they serve for such an interchange of business; and social relations for short dis-. tances of twenty miles, more or less are primarily for pleasure, and, white desirable far agitating and construotion, should come in for sec- ond consideration. Their-present pro- motion, however, serves the better purpose -of -increasing interest in the local imarket highways. Cities and ‘town, countiés, states, and the na- tion as well, should turn their atten- tlon altogether and unitedly at this time for the promation of the main and. local market roads.
