EXPLAINS HIS ACTION In Statement Accompanying Signature Mr. Wilson Says the Needs of the Region Concerned Will Be Served Without Impairing the Public Do- main, ‘Washington, Dec. 20.—President Wilson has signed the Hetch-Hetchy bill granting a public water supply to San Francisco. He accompanied his signature with a statement declaring that he believed the public needs of the region con- cerned were served by the bill with- out impairing the usefulness of the public domain. The president’s signature ends San Francisco’s long fight for a city water supply site in the valley of the Tuo- lumne river in the northwestern part of the Yosemite national park. San Francisco already owns a large amount of land in the Hetch-Hetchy valley and under the new law may erect a huge dam, flooding govern- ment land, may construct a plant for the incidental production of water power to supply the city. It is expected that at least ten years will be required to complete the work and carry the water through the 150- mile conduits to San Francisco. Settlers. on irrisated lands in the San Joaquin valley, who secure water from the Tuolumne river, will be per- mitted under the new law to take electric power from tie San Francisco plant at cost. GERMAN OFFICER IS JAILED Given Short Term for Causing Recent Riots in Alsace. Strassburg, Dec.. 20.—A sentence of forty-three days’ imprisonment was pronounced by a courtmartial on Lieutenant Baron von Forstner of the Ninety-ninth infantry for cutting down with hig saber a lame shoemaker in Sabern, Alsace, on Dec. 2. The charge brought against him was “willful assault and causing great bodily harm by the illegal use of a weapon.” < Lieutenant von Forstner was the officer who brought about the recent troubles between the military and ci- vilian population of Sabern by mak- ing insulting remarks in regard to the Alsatian citizens when he addressed the recruits of his company. ‘When -the townspeople became ac- quainted with the circumstances se- rious rioting and disorder broke out and lasted for several days.
