St. Paul, Sept. 25.—Governor Eber- hart, after a vain attempt to get the people to favor his public utilities commisgion scheme, announced that he will not call a special session' of the legislature. § The governor made the announce- ment at Arlington, Minn., where he sddressed the Sibley county fair:® A statement was also given out at ‘the capitol at the governor’s request’ as follows: “After a careful canvass of the state I am convinced that there is only one way of securing the enact- ment of a public utilities law and that is by submitting the matter to the people of the state at the next general election.” The governor will continue his speechmaking at county fairs until the end of September.
