Every man can now find out any express rate for himself with the aid of the remarkable rate tables which the Interstate Commerce Commis- slon has recently compiled. This valuable document has been printed @8 & government publication, and anyone who patronizes the express companies to any extent should have one in his possession. ‘It is on sale at cost by the Superintendent of .Documents, Washington, D. C. R Until the government.compilation ‘was made there were some 900,000,- 000 separate rates published by the express companies in hundreds of books and pamphlets. It was abso- lutely impossible for any ordinary shipper to calculate a rate for him- self. It was next to impossible ‘for even the agents of the express com- panies to do so correctly, and as a result complaints of overcharges and undercharges “ (mostly over- charges) were filed with the commis- sion by the tens of.thousands. The government statisticians have now reduced these 900,000,000 Tates to less than 650,000. This has been done by dividing the country into territorial blocks. By means of rate tables which are made up of key numbers any person can find in five minutes the exact express rate on a package of any size between any two points in the United ‘States. The new rates to which these tables relate. will go fnto effect Octo- ber 23. They offer to the consumer the first real rellef ever given from the extortionate exactions of the express companies, who, having mon- opolized a fleld that ought rightful- 1y to be filled by the. railroads and the postoffice, have been able to take from commerce: vast fortunes for the| few individuals'who own most of the express stock. Many of the cuts are drastic. Oth- ers ‘are left at about their present level. In ‘some instances express rates have been raised by the new order. But the whole system of rates has been ‘worked ou‘ in a scientific way and with an eye single to the interests of the people. It may take the country some months of experience to find out the advantages of ‘the new rates. But from an-extended and careful study ‘0f ‘the ‘new rates the following gen- eralization can be stated as approx- imate truths: . 1. Parcel post rates ' are ‘lower than the .net express rates -on -all packages weighing five pounds or less being shipped to any distance. 2. ‘Parcel 'post rates are lower than the new express rates on all| packages weighing 20 pounds or less being shipped.any distance up to. 150 ‘miles. 8. “The new express rates are’ lower than ' parcel ‘post rates on packages weighing over five pounds shipped to any distance and on packages ‘weighing over 20 . pounds shipped 160 miles or farther. It “will ‘be seen:‘that the -effect of this order will be to give the parcel post a monopoly of the small pack- age business and a monopoly of ‘packages welghing up 'to 20 pounds ‘for short distances. The Carnegie bid was not made public, Secretary Daniels attributes the sav- fng of $378,261 to the government on this contract to the agitation in favor of .establishing a naval armor plate factory. New Orleans, Aug. 25.—The bodies of Pascual Orozco, Sr., and other peace commissioners, riddled with bullets, were found in the streets of Huautla, Guerrero, when the federal troops forced an entrance into that town, according to a special cable dispatch from Mexico City to the Picayune.
