New Feature of 0ld’Plan, - Down in Maine there is a little town by the name of Fort Kent which found itself in debt to the tunme of $21,000 three years ago. The town raised but $25,000 a year in taxes and felt that something was wrong as the deficit has takon but a few years to accumulate. One Jean O. Michaud ‘was asked to take the chairmanship of the board of selectmen and try to get the town out of debt. He, however, refused to take it unless they would- elect him as ‘well to the position of road commissioner, overseer of the poor, school commissioner and whatever other administrative offices the town charter-called for. His proposition was accepted, and he was elected to these various offices, the only other two officers of importance in the town being the two selectmen who worked with him. At the end of two years’ time the town was entirely out of debt and this year it expects to have some surplus to put into permanent im- provements, this all being done with- out raising any more taxes than for- merly. The success was' due to bet- ter management and closer supervis- lon of expenditures. The principal involved in the eléct- ing of Michaud to all the important offices is the same as that involved in the commission form of govern- ment, namely, the fixing of respon- sibility. Michaud was responsible for the-affairs of Fort Kent and he had to make good. The commission form ‘of government is slowly gain- Ing ground and it is worthy of mo- tice that where the plan has once been tried, there has been no return to the old form. The returns from the cities of the Central South give evidence of well-| maintained activity in that portion of the country, most centers, among them St. Louis, Louisville, Nashville, ton, Houston and Little Rock, re-| porting good gains and the total be- ing well above either previous year.
