Last week the Minneapolis panies of the First regiment, com- prising the first and second battal- and com- _lons, together with Battery B, put on a military tournament to raise money Wwith which to go to- Washington and march in the inaugural parade. The St. Paul companies, comprising the _ third battalion and- Batteries.A and C intended. to put on a similar. tourn- ament but the plans fell through. On Friday Colonel Luce ordered the regi- ment to mobilize in Minneapolis but the St. Paul battalion failed to ap- pear. Luce has.ordered a court martial of fifteen St. Paul officers and five are to be tried today. From press re- ports it would appear that the ab- sence of the St. Paul companies was due to a misunderstanding of 'orders. But the officers probably thought they were being used to help send two-thirds of the regiment to Wash- ington while they stayed at home and for that reason did not make an extra effort to interpret the orders. The election of Luce as colonel a short time ago was accompanied by much politics and the First regiment has never presented a united front .or bis leadership. More promo- tions of senior officers by merit and length of service rather than promo- tlons through election based on popu- larity {s'what the Minnesota national guard ‘freeds. Public Utilities Bill. Senator Frank Mfigay has intro- duced a. public utilitfes bill which calls for the naming by ‘the governor of a commission to which' municipali- ties or individuals may appeal rates and services furnished by public utility corporations. The governor has urged the passage of a public utllities bill and it now looks as though the measure may be passed. Such a commission. could be used by Bemidi to . great advantage if given proper powers. This city hasa telephone service which is the best that can be given with the out-of- date equipment. which the .company has seen fit to install but which causes more swearing by the men and wishes to swear by the women than any other one thing in their daily The telegraph service here is.about the worst in the state. No message can be sent from here after 8 p. m unless Fargo is called by long dis- tance an the message read to the Fargo Western Union office. If the long - distance wires are down or in use, there is no other way to get a message out. The way to get a mes- .8age In after 8 p. m. is to phone it here from Fargo.
