The Minneapolls park board has been operating the refectories in the anwpalh parks for . several sea- sons. The report for last season shows that after paying all expenses and paying some'$10,000 for a series of free band concerts, the board had over $10,000 in the treasury at the end of the year. Such is the profit on peanuts, popcorn,-ice cream and oth- er confections, The Minneapolis park band con- certs are known the world over for thé pleasure with which they are re- ceived. The board hires the best band on the market and then adds to the band different soloists at dif- ferent times so that the public gets something new at each concert. The ‘band and soloists are taken from one park to another usually ending the week with a Sunday concert at Lake Harriet. These concerts are attended by thousands annually. St. Paul operatés on the opposite plan. Instead of running the park refectories itself, it leases them to certain Individuals for a considera- tion. This premium Is so small that every year the St, Paul city council has to take money from the city treasury or ralse it by donations with which to pay for the St. Paul band conoerts. Bemidji can learn a lesson from the éxperiences of these two cities. Bemidji has one of the best bands in the north country but it is a contin- ual drain of $2 a month-or so on the business men who support it. Most of the concerts ‘are played on the city dock. Why cannot the city build a small refectory on the south side of the dock, with a small waterway where boats can come up while the occupants buy. Should the council deem it unwise .for the city to build and operate such a stand as a municipal enter- ‘prise, it is quite within reason to be- Meve that private capltal would un- dertake the proposition. In fact, the editor has reason to believe that two Bemidji men are ready to build af pavilion’ on ‘the lake shore provided they can get a concession from the city. The license money they should pay for such a concession should be enough to.finance the band. These men are seriously consider- ing.a pavillon which will be built on . piling over the lake. The tentative plans show.n ground floor which conslts ‘of a narrow walk enclosing an open pool on three sides. 'In the summer this would park boats and in the winter would be used for a skat- Ing rink. rooms for the vending of confections, a dancing pavilion and a balcony on which there will "be benches but which can be used by the band when playing concerts. 'If smch a pavilion could be bullt soméwliere near the foot of Fifth'street, a bath house feature couid be easily added. Bemidji has two problems to face. One is the constant financing of the band and the ‘other is the making’ of the city more attractive for summer visitors: A pavilion in which they can dance, a beach on which they ean bathe, bath houses within easy reach of the hotels, and band con- certa twitd’a week will go a long way toward influencing travelers to come hcre dur! e hot months and at will ‘solve the band ition.
