It is always the aim of the Pioneer to. glve its readers the best possible service. A Single Tax. Representative L. C. Spooner, Mor- ris, has introduced a bill into the Minnesota -house which, if passed, will change the entire system of tax- ation. It proposes to divide all property into seven classes, class to be assessed a certain per cent of its actual value. This measure is revolutionary in each its theories have long been practiced by assessors. Social value is consid- ered as distinct from purely intrin- sic value. Household goods are taxed twenty per cent, merchandise stocks twenty-five per cent and mines and ore at fifty per cent. Should Mr. Spooner’s bill become a law it will greatly increase the work of the assessors, the county board of equalization, the state tax commission and the county auditor as each of the boards and individuals would be forced to do. a larger amount of work in order to get the same sum of tax .money. While there is plenty of trouble now over the one rate of fifty per cent personal property, there would be seven times as much from the proposed seven classes. Further, as the bill pro- poses to reduce the assessment on some classes there would have to be a general increase in rates in order to get the same total sum into the county treasury. What Minnesota needs is the single tax first advocated by Heary George. This tax has already been adopted in several states on the Pacific coast and is working in such a way that the people will not go.back to the: old system. The single tax does away with all taxes except those on lands. It makes the real estate holders bear ‘the cost of the government. Those who rent ot course get their money from the renters who in turn get it from thei people with whom they do business’ and so equalizing the tax. in a way which no tax commission can better. The original Henry George idea was to make real estate holders pay in taxes the yearly increase in the value of their lands due to the growth of the community. In this way, he fig- ured, in time the increase per year in the value of lands, due to the growth and activity of the people, would be sufficient ‘to bear all the expenses of government and that other taxes would be unnecessary. ? The plan adopted on the coast is somewhat modified ‘but the idea that the land should be taxed and land only ia still there.
