Judging a_Newspaper. “A newspaper is like a man—be- cause generally it reflects some man —and it should be udged as a man should be judged; largely and on the Wwhole. The Street Car Line. A good many people last .night were inclined to .consider the street car story printed in the Pioneer as a joke.. It is not a joke but a prop- osition backed by both Cedar Rapids, Iowa, and.Minneapolis capital which Is ready to act as soon as agreeable traffic arrangements can be made with the railroads concerned. The car system as outlined last night shows a system which it will take years to develop; but the start can be made with the expense only of one or two gasoline cars and pos- sibly a spur from the M. & I. main line int6 Nymore. There is capital ready to finance the proposition but the entire arrangement hinges on the attitude of the M. & I.
