The Powers Caught Napping. The joke is on Europe, or rather on those great predatory powers that have been. licking their chops for thirty years in anticipation of the fine slice of Turkey they were going to enjoy. They have awakened from their dream to find the unsuspected Bal- kans confederated under their un- suspecting noses, to hear the roar of the victorious Balkan guns, to see the terrible Turk running. And if ‘Europe now.can stay the triumph- ant armies outside Saloniki and Con- stantinople, Europe will think she has cause to congratulate herself. Austrians have despised the Serv- ians as a nation of goatherds and regicides, as a people so long oppress- ed that no fighting spirit was left in them, as a remnant rescued by others and destined to be ridden over that day to come in which Austria was to descend like a northern avalanche clear to the Egean. The same despised Servians, like their Bulgarian brothers, have flung themselves like wolves on the hated Turks, have carried fortresses by as- sault which by all the rules of war required a siege to take, have lost a fourth and a third of their men with such dauntless courage that they routed their opponents or carried the coveted position. And Greece has joined forces and driven into Albania with courage and result. To be sure, the voters will have to heed the voice of united Europe. Even Russia had to do so, when in 1878 her eagles were in sight of the minarets above the Golden Horn. Of united Europe, we say. But it is ex- tremely improbable that Europe can be united in coercion of the allies. In France and England there ought to be and is some generous will in favor of these freemen of the Bal- kans who have proved their valor and shown their capacity for co-op- eration, too. And Russia, the great Slav state, will scarcely endorse an act to deprive the little Slav states of what they have won with their blood. The work of war is about dome. There will ensue the battle of di- plomacy to confirm and to reshape that work.—Minneapolis Journal. G00D NOVELS THROWN IN. A reader of The Chicago Record- Herald with a mathematical turn of mind has calculated that the serial novels published in that paper in a year represent a saving of from $15 to $18 to its readers. He figures that for the fiction lover it is more econ- ‘omical to subscribe for The Record- Herald than to go without it. “No other large city daily,” he continues, “prints so much of the beést new fiction, in addition to all the news of the day.
