This amendment provides that in- stead of-a road and bridge tax of one- tuurfth of a mill a year as “, present, the legislature can levy a.tax up .to and including one mill. The present law brings in about $300,000 a year to the state road and bridge fund. If passed, the amendment will bring $1,200,000 to the fund each year. To the careless mind, this will seem like a large increase in taxation but the farmer and business man in Bemidji and vicinity will realize that the increase will fall largely on the three big cities of the state and that low land values will make the addi- tional burden unfelt here. On the other hand, the three big cities will share in the proceeds of the taxation for the amendment pro- vides for that contingency, but it roads in Northern Minnesota and with a big state fund combined with the county and private property mo- ney which is available under the El- well law, the “North Country” will soon be a net work of well built high- ways.
