A visitor to Bemidji last week said that this must be a literary city from the number of papers which had es- caped and were blowing over the streets and vacant lots. D. P. O’'Neill. D. P. O'Neill has filed as a candi- date for the Republican nomination for the Minnesota house of represen- tatives from the Sixty-first district. Mr. O'Neill is a farmer who lives in Thief River Falls and has represent- ed this district in the past as have few other men sent from here to St. Paul. Mr. O'Neill writes that he may be unable to make a campaign trip, owing to sickness in the fam- ily, but if not, will give out a public statement showing his stand on var- ious questions of current interest. This From Blackduck. The Blackduck American this week prints the following editorial: “It appears that the equalization did not reduce the as- sessment of the Crookston Lumber company because the members thought it too high but because the city of Bemidji demanded it. The question is-will the state tax com- mission stand for that kind of work. True, the real estate owners of Be- midji will have to pay ten per cent and the people of the entire county board of the one per cent to make up the de- ficiency, but ig that a square deal to the real estate owners who will be compelled to help pay the company’s taxes without beihg consulted in the matter?” The Two Extremes. “Preceding the dancing by the guests there were dances by profes- sionals and it was then that thous- ands of multi-colored .butterflies and many snow white doves were liberat- ed and fluttered in a cloud around the room. Some of the doves escap- ed into the grounds, as did a few butterflies. Many of the Ilatter, though, beat against the electric bulbs until they fell exhausted to the floor and were seized as souvenirs” from a press report on the ball given by Mrs. Stuyvesant Fish at Newport Monday night. A few miles away, shrouded in the utter misery that comes only to the hopeless poor, were thousands of the cotton mill operatives of Rhode Is- land. Said Eugene Debs, and right- ly, “An exhibition of heartless defi- ance to the misery of the masses. The description of this riotoug affair is well calculated to impress on thoughtful people the fact that there is something radically wrong in a country in which a display of such fabulous luxury is made within a stone’s throw of where hundreds of thousands of human beings, men, women and children, are struggling for existence. And the great mass of them are doomed to go over the Niagara of poverty down into an abyss from which none may escape.” Non-Partisan Feference Bureau. The Good Government club of the University of Minnesota has started a campaign for the passage of a bill to organize and establish a legisla- tive reference bureau for the state. Such a bureau is one which acts as a disinterested agency in collecting and indexing magazine articles, letters from experts, governor’s messages, bills, laws, newspaper clippings, etc., in regards to proposed legislation. Over twenty states have already established such bureaus and in all instances have they been found to be most useful to legislators wishing to, frame bills correctly or seeking information about those already placed before them. Such bureaus are of great aid to the man who wishes to properly express the ideas to be incorporated in a statute. Not only are the legislative bu- reaus a source of help to legislators, but in the states where they have been established for some time, not- ably, Wisconsin, they are used to a large ‘extent by the general public. Many questions are so new that news- paper' and magazine discussions are the only written sources-of informa- tion and such a general reference ag-| " ency is invaluable. In the past four legislatures, bills calling for such a bureau have been introduced but in each case failed of passage by a narrow margin. The idea at the present ‘time has been indorsed by nearly every candidate for the governnorship. Too much money hag already been wasted by the state of Minnesota by paying for legislation which has been thrown out by the courts but which could have been made right in the first place if the drafters had had proper information at their command. Min- nesota needs a non-partisan refer- ence bureau in charge of a man of training. Ready- to Oblige.
