Julius Schmahl filed for secretary British "¢olonies. of state today. In a letter to the Pioneer, Mr. Schmahl says that be- cause of the heavy work made by the extra session he must remain in his office and rely on his friends for suc- cess. It would be well if others in the state capital spent a little more time at their desks and less time playing politics and working for an opportunity to hold down said desk for another two years. Clean Streets Cost Money. The streets of the city were swept last night and the work was done under as favorable tircumstances as can arise. But a glance at the pave- ments this morning showed that it is impossible for a sweeper to make a pavement absolutely clean even un- der the most favorable conditions, It cost the city $5 for two men and a team to clean up after the sweeper. If the sweeper worked every night, the dirt would not get a chance to pack and would sweep off. The city cannot afford to pay $100 a month for the extra sweeping. A flusher would do all of this work every day and for less money than the city is paying out now for the sweeping and sprinkling. Discrimination in Taxes, The Hutchinson Leader says, “The basis for the equalization of the as- sessment of real estate and personal property for 1912 was fixed at 33 1-3 per cent of its actual value as re- commended by the state tax commis- sion.” Hutchinson is a small town in Southern Minnesota in McLeod coun- ty. The statement may not seem startling at first glance but a little investigation will show that it tells of another instance in which North- ern Minnesota ig paying for things it does not get. In Beltrami county, by a vote of the assessors in April, personal and real iii,bssments are based on fifty per cent of the actual value of the property. In raising funds for the county, the basis of taxation makes no difference as a certain sum must be raised and the rate on any valua- tion is made large enough to bring in this money. But on the other hand, it does make a difference in the taxes that g0 to state funds. It means that the people of Beltrami will pay into the state treasury fifty per cent more in proportion to their wealth than the people of McLeod county. For example, the last state tax was 3.88 mills or $.00388 on the assessed valu- ation. Thus on a property worth $10,000 located in Beltrami county taxes on an assessment of fifty per cent, the owner would pay $19.40 in state taxes. The same property lo- cated in McLeod county taxed on a basis of one-third would pay $12.94. The difference is $6.47 or fifty per cent in favor of the Southern Minne- sota tax payer. These figures seem small, especi- ally when worked out on a property worth about $1,000, but the state tax is but one item in all the taxes paid. In considering applications for re- ductiong in assessments next week it would be well for the county com- missioners to allow for these differ- ences. THIS DATE IN HISTORY. At the age of five he removed with his parents to Nebraska and years later the family found a new home in Idaho. The future congress- man received his education at the University of Idaho, graduating in 1901.
