The Bemidji summer school closed yesterday afternoon after a session of six weeks. The attendance was seventy-four and the school was con- sidered a success by those connected with its conduction. The students and faculty had a picnic trip down the river yesterday afternoon as a final gathering. The National Anthem. Contrary to the general opinjon, the “Star Spangled Banner” is not the national anthem of the United States. In fact, this country has no official national anthem. The fact has many times caused a discussion as to whether or not it was proper to stand and uncover during the playing of either “America” or the “Star Spangled Banner.” To remedy the defect, Representative Foss, of Chicago, has introduced a resolution which if passed, will make the “Star Spangled Banner” the official nation- al air of the United States. The resolution reads that the “Star Spangled Banner shall be adopted as the official national air of the United States of America and shall be rec- ognized as such on all official occa- sions and ceremonies, both foreign and domestic where the United States or its representatives are partici- pants.” It has long been the cus- tom of the army and navy.to regard the “Star Spangled Banner” as the national air and audiences generally uncover and stand when it is played. Constructive Criticism, Criticism which merely tears down and makes no effort to build anew and build better is inexcusable. Such a case is one in which the remedy is worse than the disease. During the past two days, the Pioneer has criti- cised the manner in which the paved streets are kept clean and the sand streets watered. It therefore makes the following suggestions: 1. The sprinkler should be kept working every day except when the streets are wet from rain. 2. As long as the brushes on the sweeper are worn and do ineffective work, the streets should be cleaned at least every other day and the sweepings removed in the moraing before they have time to dry off and again blow over the street and into stores and offices. 3. The council should at once take steps to buy a compressed air flusher. The city must come to one sooner or later and with the added problem of four more city blocks of paving, it should get the benefit of such a flusher at once. The mistake of buying an antiquated sweeper was costly, but the expense is being ad- ed to each week by using it. The bruskes are already so worn that they do not give good service. 4. As soon as possible, the street gang should be put to work shovel- ing sand off of cross walks so that there will be an advantage in using the walks instead of the center of the street. The pile of dirt at the corner of Fourth and Beltrami should be removed at once. 5. A fire hose attached; to a hy- drant would make an excellent street flusher and would also throw water enough to clean the storm sewers of the sand deposited in them by the iast rains. During the past two days the streets have been sprinkled better than at any time during the summer. 1t the cleaning will be done oftener and better, cause for complaint will largely disappear. Freeman, one of the lead- ing American authorities on the sub- jects of water power and water sup- ply, was born in West Bridgton, Maine, July 27, 1855, and received his education in the common schools of that place. Later he graduated from the Massachusetts Institute of Technology. Hydraulic engineering from the first attracted him, and soon he was recognized as one of the leaders in his chosen profession. Mr. Freeman has designed the water sup- ply systems for many of the largest cities of America. He planned the . |of the California, and on the 8t. Lawrence river and the Long Sault. The Charles river dam at Boston was designed by him and he was also one of the consulting engi- neers in the construction of the locks and dams on the Panama canal. Congratulations to: Ollie M.
