THIS IS MY 70th BIRTHDAY. Sir Melbourne Tait. Sir Melbourne M. Tait, who retires this month from the position of chief justice of the superior court of Que- bec after a service of twenty-five years on the bench, was born in Mel- bourne, Quebec, May 20, 1842. He attended St. Francis college and com- pleted his education at McGill Uni- versity. After being called to the bar in 1863 he practiced his profession for some years in his native place and in 1870 removed to Montreal, where he became law partner of the late Sir J. J. C. Abbott. He was ap- pointed to the superior court of the Province of Quebec in 1887 and since 1906 he has held the position of chief justice. Knighthood was eon- ferred upon him in 177 in recognition of his distinguished services on the bench. Congratulations to: Rev. Antionette Brown Blackwell, the first American woman to bs or- dained to the ministry, eighty-seven years old today. Oswald West, governor of Oregon, thirty-nine years old today. Emile Berliner, the original inven- tor of the . telephone transmitter, sixty-one years old today. First and Second Choice. The people of Minnesota want a direct primary law and the outlook for the passing of one at the coming session of the legislature is good. But the law must be one that will not allow a mere plurality to nomin- ate. Under such a law, one man, not the ‘choice of a good percentage of the people, could be nominated pro- vided the opposition was scattered among several other candidates. A law should be passed which would provide for a first and second choice so that in case one man did not re- ceive forty or fifty per cent of the votes cast for first choice, the second choice ballots could be counted and the total vote of first and second tak- el to nominate. A first and second choice ballot would be similar to the one used in the preferential vote taken by the Pioneer last March. We Want Re-Apportionment. Northern Minnesota wants re-ap- portionment. It demands re-appor- tionment because it is the one thing that will right the wrong of the present legislative system. ‘Why does Beltrami county want a just reapportionment law? Berause We believe that we have an equal right with the people of other coun- ties to express ourselves in state legislation. Beltrami county has not that right now. According to the legislative man- ual for 1911 Beltrami, Clearwater, Norman, Mahnoman, Pennington and Red Lake counties, with a com-| bined population of 58,842 have one senator and two representatives. Nicollet county, with a population of 14,125, has one senator and one rep- resentative. Consequently, one voter in Nicollet county is ag well repre- sented in the state senate as four in | with a population o ‘Wabasha gounty, with a population of 18,564, has one senator and one representative. Beltraml county, 19,337, has neither. Houston county, with a population of 14,297, representative. neither. Dodge county, with a population of 12,094, has one senator and one representative. Beltrami county has neither. ‘Waseca county has a population of 13,466, and has one senator and representative. neither. Martin and Watonwan with a combined population of 28,- 900, have one senator and two rep- resentatives. The district in which Beltrami county lies has a total pop- ulation of 58,842, but has no more 1epresentation than Martin and Wa- tonwan counties. has one senator and one Beltrami county has Beltrami county has counties, Martin and Watonwan counties have equal representation with Carl- ton, Aitkin, Itasca, Koochiching and Cass counties, although the popula- tion of the first two is but 28,900 and of the last five 63,189. These samples could be continued to cover pages. But they are suffi- clent to call attention to a situation that is no longer tolerable. A voter in Northern Minnesota should have as much power as one in any other section but at present he has not.
