Dr. Abraham Jacobi, president of the American Medical association, was born in Hartum, Westphalia, May 6, 1830. His education was re- ceived at the universities of Got- tingen and Bonn. As a result of his connection with the German revo- lutionary movement in the early '60s he was held in detention for nearly three years in Berlin and Cologne. Upon his release he came to America, where he began the practice of medicine in New York «city and soon established a high rep- utation in his profession. During his long career he has held import- ant positions with nearly all of the leading hospitals and medical schools of the metropolis. He has held the ored by a majority. interests and the men who rent buildings to some of the dives of the city are opposed to it and will make their strength felt. All over the state, there has been 2 movement to raise the HNcense fee required of saloonkeepers and it has resulted in better regulated saloons and fewer of them. A man with $1,000 at stake will not violate state and. city laws the way many of them do at. present with the lower license: Tonight, the city council of Minne- apolis will debate a resolution to limit the number of saloons to 200, and raise the license to $2,500, the indications being that both provis- ions will pass. Brewery owned worst feature of the liquor traffic in this city. Under present conditions, small stocks are constantly being placed in former bartenders of no financial re- sponsibility are put in charge. They have no selling principles and are not here to stay. Law violations are flagrant and open—or were until the present police administration. With a profit of {from $5 to $6 on every bar- rel of beer sold in Bemidji the brew- eries naturally feel that they can take chances and pay the fines when caught. With a $1,000 license fee at stake, they Will not feel so free to follow their own will, One or two members of the council saloons are .the inferior buildings and have already expressed themselves as in favor of the increased license. By their attitude on this ordinance, the people of this city will know those members who can be depended upon to stand by their constituents and those who will every time stand pat for the breweries. At its meeting tonight, the city council will have under consideration an ordinance which if passed, will gradually raise the saloon license in Bemidji from $500 to $1,000 per year. The ordinance is so drafted that the raise will be at the rate of $50 per month, distributing the ef- fect of the new law over a period of ten months. This plan has. been| adopted in order that the change wiil not be so sudden that it will act ds deprivation of property.
