The following resolution was in- troduced by alderman Smart who moved its adoption: RESOLVED that the City Engineer of the city of Bemidji be and he is hereby directed to immediately prepare proper certificates directed to the County Treasurer of Beltrami County providing for the cancellation of a special assessment tax on lots twelve (12) and thirteen (13) block four (4) original townsite, on the ground and for the reason that the improvement, to-wit: a sidewalk along said lots, for the construction of which such asses- ment was levied, was never built by the city. . And be it further Resolved that the City Engineer be and he is hereby in- structed to prepare proper certificates directed to the County Treasurer of Beltrami providing for the cancellation of a special sewer tax on lots ten (10) eleven (11) and twelve (12) block enght (8) and on lots thirteen (13) fourteen (14) and fifteen (15) block nine (9) Second addition to Bemidji, on the ground and for the reason that the cost of laying said sewer along said property was paid for by the owners thereof. On call of ayes and nayes, a major- ity of the council having voted in favor thereof, the resolution was duly de- clared carried. Approved June §th, 1911, J. C. PARKER, Mayor. Alderman Bailey offered the fol- lowing resolution and moved its ad- option, WHEREAS, it satisfactorily appears that a special election was duly held in the City of Bemidji in the County of Beltrami and State of Minnesota, on the 31st, day of May 1911, and that at such election the proposition. con- tained in that certain resolution of this governing body thereof, relative to the issuance of certain bonds to the State of Minnesota, adopted at a meeting thereof held therein on the 1st, day of May 1911, received a majority of the ballots cast thereat: NOW THEREFORE BE IT RESOL- VED that the bonds of said city of Bemidji be and and they are hereby issued to the State of Minnesota in accordance therewith, and that the treasurer of said city of Bemidji be and is hereby authorized and directed to make application to the State of Min- nesota and to the said Board of In- vestment for a loan thereon in accord- ance therewith; that the Mayor and City Clerk of said City of Bemidji be and they are hereby authorized and directed to sign, execute and deliver to the State of Minnesota such bonds Wwhen countersigned by the treasurer, issued under and virtue thereof. upon the payment to said treasurer of the principal sum thereof, and that the Mayor and City Clerk and all other iofficers are hereby fully authorized and directed to make, execute and deliver the necessary papers and furnish all necessary information in connection with the issluance of the foregoing bonds and the application to said State to purchase the same, as may be re- quired by the State Board of Invest- ment, which motion being duly second- ed by alderman Smart a member there- of was put to a vote and it appearing that a majority of the quorum present had voted in favor thereof, it was thus declared carried. Approved June 9th, 1911. J. C. PARKER _ Mayor. Ordinance No. 54—Amending section one of chapter 50 designating the fire limits was read a second time. No amendments being offered. Ordinance No. 55—An ordanance creating an active patrol and license district was read the first time. Report on Septic Tank. Report of consulting engineer J. E. Carroll on septic tank was made as follows; Summarized briefly the con- divisions are as follows: The bot.om of the tank is leaking the required thickness of concrete not having been set in place. The walls just below the water line seem to be sound and of a good quality of concrete, but leaking some places, Which places are around the wires used in ueing the forms together. Pratically all the concrete about the level of the water line is very bad, and must be removed before the work progresses further. The spillway at the outlet end is badly cracked and out of place. For- tunately the concrete cover has not vet been set in place. From .he examination I am of the opinion’ the tank can be repaired and put in servicé. 1st. The bottom must first of all be made water tight and of the thickness required by the plans before any work is done on the walls. 2nd. The concrete in the walls, where defective, particularily just below and above the water line, must be taken out and replaced by new concrete, which replacing must be done in small sec- tions at a time, allowing sufficient time for the new concrete, when set in place to harden, before the adjacent section is removed; taking the precaution to see that the sections so replaced are well bonded. VAL If necessary use a grouting. of. neat cement. . As an added precaution 'to prevent settlement or ! cracking' of the walls above the sections to be re- placed, timbers might run through and supported either abeve or below the tank as conditions justify. 3rd. The spillway must be rebuilt, ‘When all ihe above three requirements are complied’ with, then it will be safe to let the balance of the work on the tank be started. ! i Said report was ordered filed. Recommendation of the street com- missioner for a cement wall on the east side of Bemidji Ave between Third and Fourth street was read and . city engineer was instructed to submit figures showing estimate cost of same. Report of the city engineer on. re- ducing grade on 1st street between Mississippi and’ Park Ave was read and on motion and second street com- missioner was instructed to cut the hill ‘on the north side of street to a depth o1 .about 4 feet and a width of about 18 feet. 7 Report of the city engineer on pro- posed 'change of grade at 6th and Mis- sissippi Avenue was read and accepted. It was moved and seconded that Thos Johnson complete the construction of the septic tank under the supervision of the City Engineer. Carried. Bids for the completion of the fill between 2nd street and the Soo depot were opened and were as follows: Wes ‘Wright 321 - cents per cubic yard. Conrad Lajambe 30 ce:ts per cubit yd. On motion and second the bid of Conrad Lajambe was declared accepted. Moved and seconded the city engin- eer make an estimate of cost of con- structing sewer and water mains from 2nd street to first street. Carried Moved -and seconded that the city engineer and Supt. water board in- vestigate and make report of the neces- sary taps required for sanitary sewer and water system on line of proposed street paving..
