T WISHES BILL WAS SIGNED Attorney General Does Not Think It Invalidates Matters. Stating it broadly, Attorney Gen- eral George T. Simpson has rendered an opinion to Governor Eberhart that his failure to sign the bill proposing a constitutional amendment limiting representtation in the senate in the cities to half what it is in the"coun- try, does not invalidate the bill.
