Each succeeding event in congres. sional affairs but serves to make it more plain that the question of “the ratification of the Canadian recipro- city agreement rests on the shoulders! of the Republican members of the; senate. The Demacratic members of the house, among whom, it was oredicted, there would be divisions within divisions befure the new con- gress was twenty-four hours old, are working together in practically abso- lute harmony on that and other questions. In fact, the agreement and good judgment shown by the majority in the new house thus far| has called out repeated words of| praise even from the opposition Ppress. What the Republicans in the senate will do is about as much up in tte| air now as it was when the Sixty-‘ first congress adjourned last month, The leaders in the so-called progres- | sive element in the party have yet to take any definite stand on the re- ciprocity question. It doesnot seem possible that they can reject ity | since the Democrats have made the! move for the additional free list, That is a feature in keeping with the pre-session demands of such pro- gressives as commented on the sub- ject at all, and if they reject the combined proposal it will be evidence that they are less sincere in their protestations of interest in the peo- ple’s welfare than in playinga politis| cal game for their own advancement, And even if that were the case it is hard to see how they could expect| to gain advancement by trying to over throw a popular measure. By proposing this extended free list provision the Democrats have given the progressives an opportun- ity to save their faces and at the same time vote for reciprocity. It was not neccessary to make the ad- ditions to compensate the farmer for the adoption of reciprocity. As the New York World says regarding the Canadian agreement as presented to congress: “Explanations and apologies are not needed, It is right in itself and it embodies an idea which can- not fail to make progress. The farmer as well as the mechanic and clerk must see in it liberalizing ten- dencies the promise of more en- lightened government and of more profitable industry and trade. If farmers could be delivered from - the belief that taxes laid to enrich selected interests can be made of service to them, the economic eman- cipation would be almost as great as that which freed a race in 1863. Taxed food helps only the specula- tive middleman. Taxed clothing enriches only the grasping combina- tions which buy in the cheapest market and sell in the highest.” The Democrats have carried out their promise ‘to largely extend the | What shall we.do? | us that a Jot of Americans are being | humbugged by somebody. | minds. so much good 'Capada butter that our market will . be ruined. Really it strikes When Canada can raise her own dairy products, her own poultry and eggs, her own fruit and a hundred other | things that she needs but has not produced in considerable quantities it will be time enough to get wild eyed. - At:present she . has to buy most of these things elsewhere and she would like very much to bu them in our markets.—Montevidec Leader. A Non-Partisan Judiciary. There does not seem to be any great hue and cry for a change in the manner of selecting, judges in Minnesota. All will admit that a non-partisan judiciary from justices of the peace to supreme court justices would be a fine thing, but so far no scheme has been set in motion to bring about such an ideal condition. To be sure there is room for improve- ment in the present method of elect ing judges and one of the changes most worthy of consideration is the suggestion that judges should be elected at an election separate from a general election, that is, at a time when no other political questions are before the people to cloud. their Wisconsin elects its judges at separate elections and the scheme seems to belworking out satisfactorily in that state.
