New Orleans, Jan. 26.—Organized la- bor felt the restraining force of the Sherman anti-trust law when a jury in the United States circuit court here re- turned a verdict of guilty against mem- bers of the New Orleans Dock and Cot- ton council, charged with conspiracy to interfere with foreign commerce. The Dock and Cotton council has about 50,000 members. From the mo- ment a bale of cotton or load of lum- ber or any other through freight reaches the port until it has been stowed away on a vessel it is not handled by any one except the mem- bers of ten or more unions affiliated with the central body. It was argued by the government's attorney that when these men con- spired to strike and tie up the port they interfered with interstate com- merce. St. Paul, Jan. 26.—Incompetency to cope with the problem of securing new settlers for Minnesota was the charge made by D. M. Neill of Red Wing, president of the Minnesota Federation of Commercial clubs, against the state immigration board, consisting of Gov- ernor Eberhart, State Auditor Iverson and Secretary of State Schmahl. He declared that until the board is thor- oughly reorganized it will not be wise for the members of the federation to agitate appropriation of $100,000 to ad- vertise the state. This formed the substance of his ad- dress at the opening session of the fourth annual convention of the fed- eration at the St. Paul Commercial club rooms. George Walsh, commis- sioner of immigration, who was pres- ent, smiled grimly as his department was being criticised by the head of the federation. FIGHT WHITE SLAVE TRADE Dr. Anna Shaw Recommends Women Policemen. New York, Jan. 26.—If Dr. Anna Shaw could have her way there would be 100 women police in New York as quickly as they could be fitted to the proper kind of blue frocks. Her theory as outlined to the young ‘women of the Artist league of the Po- litical FEquality association is that none but policemen of their own sex can successfully cope with certain conditions in New York. “If you want to stop the white slave traffic and keep boys and girls away from vicious moving pictures, restau- rants and dance halls, you must have women policemen,” said she. Dr. Shaw would pick her women bluecoats from the Salvation Army and would make Maud Ballington Booth chief of the feminine squad. Mrs. O. H. P. Belmont seconded Dr. Shaw’s suggestion. New Bishop Consecrated. Minneapolis, Jan. 26.—With the im- pressive consecration services of the Episcopal church Rev. Theodore Payne Thurston, who since 1903 has been rec- tor of St. Paul's church, was made bishop of the Eastern diocese of Okla- homa. Phoenix, Ariz, Jan. 26.—Theodore Roosevelt, accompanied by Mrs. Roose- velt and Miss Ethel Roosevelt, will visit Arizona March 18. He will par- ticipate in the dedication of the irriga- tion dam that bears his name. He will spend the night at the dam and the following day go to Mesa and visit his son, Archie, who is attending private school there. The colonel and his family will leave Sunday night, March 19, for Los An- geles. Aviator Weds Canadian Heiress. Modern stéeamships are seldom endan- gered by the most severe weather, but when the impenetrable envelope of mist incloses a ship she is exposed to the most terrible of perils, a collision At sea. A single ship may be compar- atively safe even in a fog, but where there Is a:fleet 'of Vvessels the danger 1s greatly multiplied. There is always considerable danger, too, on account of the fact that- many of the ship lines have what could be termed a beaten path across the ocean, and they al- ‘ways follow this route when possible. In addition to the customary fog horns and sirens, a fleet of warships often keep informed of thelr relative positions by the firing of signal guns at intervals only a few minutes apart. Another method used is the fog buoy. Each vessel in the fleet, especially if it is a warship fleet, carries a fog buoy, a large cask painted a vivid red. This 1s cast overboard at the first sign of & fog, and it floats from the stern of the vessel, attached to a rope of grass fiber, which does not sink beneath the surface of the water. By this means the exact locatlon of the individual ships of the fleet i3 maintained, even though proceeding at a moderate rate of speed.—Wichita Eagle. ‘The Porcupine.
