Carmack Amendment to Hepburn Law Holding Initial Carrier Liable for Loss in Interstate Shipments De. clared Constitutional—Labor Con- tract Law of Alabama Held Void on Petition of the Government. ‘Washington, Jan. 4.—Several im- portant decisions were announced by the United States supreme court. The fight against the policy of the state guaranteeing bank deposits met with telling reverses when the court held constitutional the bank guaranty laws of Oklahoma, Nebraska and Kan- sas. The fight of the federal government to have the “labor contract” law of Alabama declared unconstitutional was crowned with success when court held the law invalid. The government claimed the law reduced hundreds of negroes to a state akin to peonage. The so called Carmack amendment to the Hepburn rate law, making the initial carrier liable for loss of inter- state shipments during transportation, not only on its lines, but also on those of connecting lines, was declared to be constitutional. A stubborn fight was made against the amendment as a radical departure in rate legislation. Title to hundreds of thousands of acres of land in Kentucky was affect- ed by a decision holding against the Eastern Kentucky Coal Land corpora- tion, which claims the property under the so calied Virginia grants, The court alse held constitutional the New York banking law enacted in 1910 to regulate the conduct of indi- viduals and partnerships engaged in the business of receiving deposits for safekeeping or for transmissions of money to another without being li- censed.
