SETTLEMENT IS EXPECTED Despite Pessimistic Reports From Chi- cago It Is Predicted That a Compro- mise Will Be Reached by the Par- ties in Dispute—Labor Agents Un. der Orders to Secure Strikebreak- ers at a Moment’s Notice. St. Paul. Dec. 21.—St. Paul railroad men continue confident that there will be no strike of locomotive engineers ] ’ ReRl on Western roads. In order to be pre- pared for any emergency, however, the roads have instructed their labor FOR agents to be ready at a moment’s no- tice to procure strikebreakers. In the event that Chairman Knapp of the interstate commerce commis- sion and Labor Commissioner Neill, called by the roads to intervene un- der the Erdman act, fail to bring both sides together it is not expected in St. Paul that the engineers will take a decided step until after Christmas. The railroads have offered to give the engineers an increase of 9% per cent in wages, but the men have held out for 15 per cent. When the nego- tiations were called off several weeks ago it was then thought the engineers and the managers were not far apart. The general opinion in railroad circles is that the roads will be willing to pay 10 per cent increase and avoid trouble.
