These reports already are in the hands of congress. President Taft agrees with some of the congressional leaders that these conclusions and opinions should be held in strict confidence. As the house cannot receive reports in confidence the president decided it was best to withhold the original report in its en- tirety. He directed Secretary Dickin- son to prepare a letter to the house glving the reasons for withholding the special report and inviting attention to the regular annual reports which will be found to contain all of the actual information that helped to make up . the reply to the McLachlan resolution. Office Phone 23 House Phone 316 Bemidji, Minn. ‘Washington, Dec. 16.—It has become known here that the war department, in answer to the resolution by Repre- sentative McLachlan of California, re- ported to the house that the United States is wholly unprepared for war; that the United States lacks the right kind of men in its army; that it needs guns and ammunition; absolutely re- quires a vast increase in the number of mobile troops and therefore re quires increased fortifications. - This is the official answer of the war department, prepared by General Leonard ‘Wood, chief of staff, and passed upon by Secretary of War Dickinson. Many representatives have read the report and are displeased at the atti- tude of the war department in trying to hold it “in confidence” by sending it to the house under such restric- tions.
