WHY NOT AN ATHLETIC CLUB? With the exception of the gym- nasium in the high school building, Bemidji is without a place where athletics can be carried on. It has been suggested that the young ‘men of the city organize a club, secure the use of the Armory, or rent a building and refit it, for the purpose of playing hand ball, indosr base ball and other forms of atheletic amusement. Such a club would bring about much’ healthful indoor exercise during the winter months. In the larger towns, Young Mens’ Christian associations supply the opportunity for such diversions. In Bemidji for the present, at least, it isup to those most “interested to form an organization of their own. SAFETY IS THE BEST POLICY. Mayor Parker’s warning to the city council last night to go slow on the expenditure of the city’s funds surely was sound advice. If Bemidji is to lose $15,000 a year in revenue from the liquor li- cense fund, it is going to cause some tall scheming to meet all expenses during the coming year, especially so inasmuch as the tax levy has been made up. A thread of hope is held out by City Attorney Torrance that court decisions may place Bemidji outside the grasp of the troublesome Indian treaty, and that in time the saloons will again do business here. At best it would mean months of litigation and so it seems particularly credit- able that the council has -seen fit to be exceedingly cautious in the ex- penditure of money. With the saloons out of -existance for a year the council may find ways of overcoming the Jiquor licence loss, but the hole made now, after the saloon fees had been planned, on, leaves a gaping wound in Bemidji’s finances which requires expert atten- tion to remedy. : THE COMMISSION PLAN. Alderman Roe’s - announced effort to secure-a better city gov- ernment for Bemidji is all the more - commendable - and : note- worthy because -it' comes from a man who, because of his close con- nection with the affairs of the city; is cognizant with the defects 'dnd evils arising {rom our present sys- tem* It probably would be hard! to find anyone; who knows anything atall about it, who would admit S nFFFPTI\IF that the present charter is all that could be desired, and some of those who know most about it, say it is ‘‘a sight to behold.” . The commission _plan of city government has in certain cities been ‘so sucessful as ‘to prove a national sensation. First tried by Galveston after her great floog, the plan worked well, but by no means reached it highest state of perfection. DesMoines, Iowa, took the idea up, voted for the commission form and ever since has been looked upon by cities in every part of tte union as a model for-city govern- ment. Not only has the actual cost of running the city been materially reduced, but more has been accomplished with the money spent, Better men have been secured as servants of the city, enlarged public improvements have been made, a precedent established in, handling the police force of a large town and the social evil reduced to a2 minimum by abolishing the segregated district. Whether Bemidji could profit by making a change to the com- mission plan is a question to be settled by intelligent investigation, Other small cities have it in opera- tion, including such townsas Dell Rapids, Vermiilion, Rapid City, Huron, Pierre, Sioux Falls and Yankton, all in South-Dakota and, with possibly three exceptioas none with a 'larger population than has Bemidji. ‘ WHAT OTHER PAPERS SAY | One of the Benefits. i Anyway the enforcement of:the Indian treaty may get'the liquor out of the country far enough so that a certain editor from a dry town down the line may not inflict his “druaken presence on the ladies of Cass 'Lake in the near future.—Kolls Kollum Cass Lake Times.
