The Duluth Herald and St. Paul Dispatch discuss in an interesting and lucid manner the sale of state lands, a topic of vital importance to this part of Minnesota. Says the Herald: “Minnesota is in the land of busi- ness. It owns millions of acres which it wishes to sell and get set- tled. It is spending some money— and should spend a good deal more —advertising these lands in the hope of attracting purchasers. “Yet its methods of selling its lands accord so poorly with its de- sire to settle the state that one of the chief demands of Northern Minnesota is tor more liberal and elastic methods of getting state lands into the hands of those who will settle upon them and till them. “Besides this the state pays nothing toward the building of roads and schoolhouses to make its land available for use, but that is another story, Though very important, it is no place here. Says the St, Paul Dispatch: «The Dispatch is in receipt of a letter commenting upon the methods employed by the state for the sale of state land, and as- serting that the parctical effect of the present method is to discour- age rather tharn their settlement and development. “It is urged that while the state is preparing to inaugurate a campaign to catch a portion at least of the westward movement of - population, it pursues a plan which makes them practically inaccessible to the im- migrant and settler from outside the state. ““This plan, in brief; is to offer the lands at auction in specified locali- ties at specified times. This is done by official advertising. The terms are very easy, but the conditions of purchase are complained of as cal- culated to shut out new settlers.” The Herald comments in this way: “The point is that while the state is asking settlers to. come: and buy its lands all through the year, it will permit no sales except at specificd times and places and’ by public auc- tion, These sales are held no oftener than once a year, and on the average baven’t been'-held 'mnearly that often. “‘Suppose that about this time " of the year an intending settler - should be attracted to Minnesota and:wish to buy a piece of “state land..
