Des Moines, Aug. 29.—The Towa board of railroad commissioners has submitted to Governor Carroll its thir- ty-second annual report, in which sug- gestions are made for legislation and improvement of the board by extend- ing its powers. The board suggests that by legisla- tive enactment it be given definite rights with regard to the drainage of farm lands, city property and public highways, wherever such drainage is obstructed by railway companies. It also asks a law defining what consti- tutes a safe and adequate railroad crossing. An amendment to the long and short haul clause is asked to con- form with objections that have been made by the business interests of the state. The board suggests that the time has come when the state of Iowa should not be backward in thorough investigation of local conditions and that the board shounld be furnished au- thority and funds with which to make a careful research into railroad and express conditions, with a view of de- termining what the just and reasonable charges should be for services per- formed locally within Iowa. Cheyenne, Wyo., Aug. 29.—Colonel Roosevelt got a realistic touch of the fast vanishing “wild and woolly West” when he was the guest of honor at the closing day’s exercises of the fron- tler day celebration, closing a solid week of cowboy excitement such as even Cheyenne never before wit- nessed. b The thousands who gathered at the station to meet the Roosevelt special train did not come to greet a former president of the United States. They came to cheer Theodore Roosevelt, the cowman who ran a brand on the Lit- tle Missouri years ago; the former broncho “peeler” and Dakota deputy sheriff, and to greet him as a comrade of the range and extend him a typical ‘Western welcome. For twelve hours, with scarcely a break for rest, the colonel was in the hands of several thousand hilarious. cowboys—real “punchers,” garbed in the silk neckerchiefs, leather chaps and wristlets and all the other pictur- esque accouterments of the typical plainsmen. ‘When the colonel reached the city he was officially met by a reception committee composed of state, federal and city officials, with a liberal sprinkling of cowboys, and unofficially by several hundred plainsmen, who uttered a series of deafening yells to signalize their intense joy that the rough rider was “in their midst.” Announcement. The more decorous reception com- wittee escorted the guest of honor at once to a stand near the state capitol building, where he reviewed the larg- est and most spectacular parade in the history of Wyoming. Behind .an advance guard of sev- eral score of mounted cowboys, 5,000 United States troops, representing every branch of the army, headed by Brigadier General Ralph W. Hoyt and his staff in full dress, came to a port as they marched past the colonel. The thousand cowboys and cowgirls, making the place hideous with their yelling, followed. Several hundred Sioux, Shoshone and Arapahoe In- dians, decked in the gaudiest of their war paint, were next in line. The red men were accompanied by their squaws, pappooses and all the ponies they possessed, all arranged -with a view of giving the colonel a glimpse of the “dear dead days.” Several hundred members of local civic societies and the entire Chey- enne fire department brought up the rear. It took the parade nearly two hours to pass the reviewing stand. After luncheon at his hotel Colonel Roosevelt drove to the frontier grounds, where he delivered an ad- dress and witnessed the finals in the championship riding and roping con- tests and frontier sports.
