Will Alice stop smoking cigarettes? An exchange asks, “Is it Sweet Caporals, Sweet Alice?” Don’t get restless, you census guessers. You'll make us nervous. The Bemidji census will be out soon now, and its a good thing too, for it took us ’'til now to sort out the guesses tbat have come in. Statistics of the enforcement of anti-spitting ordinances show that such ordinances have been enacted in seventy-four cities in the United States, only thirty-six of which have made arrests for violations, the total number of such arrests having been 3,421, One in every seven of the persons arrested was acquitted, the total number convicted being 2,918. The easiest thing to do in the world is to claim everything in sight. Thisis the custom on the eve of an election or before a prize fight, and democrats are now using their privilege to a large extent, claiming they will sweep the country at the next election, although democracy has done nothing to merit the people’s confidence or support beyond being negative. Col. William J. Anderson, who has made frequent visits to Bemidji and who is interested in lands in this section of the country, writes that Bemidji is one of the best health re- sorts in the world. He says there is nothing finer in climate and water than the shores of Lake Bemidji with that pine fragrance and tonic atmosgphere. He believes that Bemidji should be continually boomed as a health resort. GETTING BUTTER AND EGGS BY MAIL. In all European countries parcels have been handled by post for so long a time that no arguments for or against this service, such as ome hears in the United States, are ever raised. If it should be proposed in Germany to abolish the parcels post (a most unthinkable proposition) loud complaint would, no doubt, be heard immediately from the people of the small towns and the farming population, who thus send to cities their butter, eggs, vegetables, and flowers to actual consumers, thus competing directly with the retail provisioning: establishments of every city, The rate charged for ten pounds to be carried 50 miles is about six cents. This would be ‘‘pie” for our farmers. Instead of merchants in cities the size of Bemidji having to buck the mail order houses, we would find that the big city stores would be up in arms to prohibit the farmers from supplying the city trade by mail. Very few of those who are too good to go to the circus miss geflipz a fine look at the parade. Feminine philosophy—Get a good husband if you can, but get one anyway. We once knew a man who was so homely that he was willing to cover his face with a red beard. A man does not own his office, even if he bought it. PEDRO MONTT. Victoria, B. C., Aug. 8.—That the city of Canton is infected. with plague is the news brought by the steamer Ningchow from the Orient. PREDICTS G06D RESULTS Says This Method Would Remove Lo- cal Pressure From the Congress- man's Home District and Secure River Improvement on Merits Only. Tariff Commission Should Be Ex- perts of the Highest Possible Grade. New York, Aiig, 8.—Appointment of tariff and river and harbor commis- 8lons to frame legislation in outline is strongly urged by Theodore Roose- velt in an article published in the Out- look. The former president’s advocacy of the commission plan is based in part on.the theory that it would pro- vide the most effective means of re- lieving members of congress of im- proper pressure brought to bear on them by special interests. The Roosevelt article is entitled “A Remedy for Some Forms of Selfish Legislation.” It is inspired by a pa- per-on “Political Reform” written by a congressman for the current number of the World’s Work, in which it is as- serted that until constituencies cease to regard their representatives as so- licitors at the national treasury con- gress will continue to enact iniquitous groups of local favors into national legislation, Should Be Free From Pressure. After recommending specifically the naming of a tariff commission, com- posed of experts of the highest pos- sible grade, and a similar commission to deal with river and harbor matters, Colonel Roosevelt says: “These men, from the very nature of the case, will be wholly free from the local pressure of special interests 80 keenly felt by every man who is dependent on the vote of a particular district every two years for his con- tinuance in public life. “Such a river and harbor commis- sion could report, and probably would report, a great and comprehensive na- tional scheme for. river and harbor im- provements fit to be considered by the people as a whole upon its merits, and not dependent for enactment into law upon a system of log rolling designed to placate special interests which are powerful in each of many score of con- gressional districts.” When the digestion is all right, the action of the bowels regular, there is a natural craving and rel- ish-for faod.-Wihen- this-is-lacking you may know that you need a dose of Chamberlain’s Stomach and Liver Tablets.
