The political writer on the Minne- apolis Tribune says of State Senator Works’ political and business future in this state and elsewhere: “State Senator S. D. Works of Mankato is planning to leave the state and take up his residence in the state of Washington, where Le will engage in the lumber business, Mr. Works has been offered the management of a lumber concern at a salary of $7,000 per year and bas decided to accept. He has been prominent in Democratic party councils and in the event of W. S. Hammond’s nomination for governor would have been the logical candi- date for congress in the Second’ district on the Democratic ticket. Mr. Works took a prominent part in the tonnage tax discussion in the senate and was one of the Democratic senators who voted against the measure.” Bemidji people hope that Senator Works does not intend leaving the state. The senator fought nobly for Bemidji in her contest for the normal school, last winter, and our people have the highest regard for the Mankato senator. Heisa frequent visitor to Bemidji and northern Minnesota points generally, and is a staunch friend of this section. CAUSTIC COMMENT. (A. G. Rutledge.] WILL IT COME TO THIS? With a determined air the man steps from his house and startsdown the street. On his head is a prodigous struc- ture, adorned with bows of ribbons, imitation fruit, artificial flowers and the like. Beneath it protrudes a lot of artificial hair, arranged in puffs, coilsand knots. His shirt is cut low in the neck and the bosom is perforated. He wears no coat and his shirt sleeves end at his elbows. He wears a voluminovs pair of trousers, from which his ankles, clad in drop-stitched silken hose, emerge and are again concealed in a pair of high-heeled, glossy slippers. He gets about a half a block from home when an officer stops him and demands the meaning of the masquerade. “Clothes for men! clothes for men!” he shouts, as he .is dragged away to the police station. Later in the day his wife is summoned from a suffragist. meeting to bail him out. She expresses her- self forcibly on thegrowing tendency of men to attempt to usurp women’s sphere. Chicago is to have a “testing ground” for air ships. We hope that it will be an exceedingly soft one. That St. Paul contractor who used his statute of Adam to hold up the roof of his house is a true sym- bolist. Adam and the sons of Adam have been supporting Eaves since the year of one. “Every knock isa boost,” applies especially to the strenuous efforts of a certain contemporary with relation to the writer hereof. All you need, brother, is an anvil and a large- sized sledge-hammer to use as a tuning fork with which to pitch your melodious baritone voice. Help yourself. BRITISH STEAMER FIRED ON Approached Too Near Rendesvous of Russian Emperor. Viborg, Finland, June 18 —The Brit- ish steamer Northburg was fired upon by a Russian torpedo boat for ap- proaching too close to the bay on the Finnish coast whers Wuperor Nicho- las and Emperor William were to meet. The Northburg was hailed off Wiro- lant, island of Bjorke. The projectile fromn the torpedo boat picrced a steampipe and one member of the crew of the English vessel was wounded. The incident shows the extreme nervousness for the safety of Bmperor Nicholas, cven at sea. Russian terpedo boats have been patrolling Pitkipas bay, the rendez vous of the two emperors, and it was one of these gnard vessels that fired on the British ship. ) Increase in Cholera Cases. St. Petersburg, June 18.—The num ber of cholera cases in the Russian capital is increasing daily, Twenty- four new cases and seventeen sus: gects were admitted to the municipal ospitals during the past twenty-four hours. Be it Remembered, That the County Board of Commissioners of Beltrami County, in the State of Minnesota, met at the court house in the City of Be- midji;, in said County and State, in ad- journed regularly called session, on the 3rd day of June, A. The following proceedings, others, were had, to-wit: Thereupon Viggo Peterson introduced a_resolution entitled: “A resolution and order authorizing and _directing the execution and issuance of the ne- gotiable coupon funding bonds of the County of Beltrami, in the State of Minnesota, in the amount of one hund- red ninety-five thousand_ dollars (8195,000); preseribing the forms of said bonds and of the interest coupons to be thereto attached; providing for the collection of an annual tax to pay the interest on and principal of said honds when due; and fixing the other details of the issue.” ASter the reading of sald resolution and_order in full, it was moved by F. O. Sibley and seconded by Helic Clem- entson that the same be adopted as = among ead. The motion, being put by the chair- man, was carried by. the following vote: Those voting “aye:” Wes Wright, H. The resolution and order so read and adopted is In words and figures as follows: A resolution and order authorizing and directing the execution and issu- ance of the negotiable coupon bonds of the County of Beltrami, in the State of Minnesota, in the amount of one hund- red ninety-five thousand dollars (§195,000); prescribing the forms of said honds and of the interest coupons to he thereto attached; providing for the collection of an annual tax to pay the interest on and principal of sald bonds when due; and fixing the other details of the issue. Whereas, on the nineteenth day_ of D . D. 1909, the County of Bel- trami, in the State of Minnesota, had, and still has, a valid and outstanding floating indebtedness incurred and contracted prior to April 19th, A. D. 1909, for the lawful, necessary and proper expenses of said County in the amount of one hundred Ninety-five thousand dollars ($195,000), and = evi- denced by warrants of said County duly issued upon claims presented, verified and allowed according to law; and, Whereas, by an act duly passed ' by the legislature of the State of Minne- sota, entitled: “An Act to authorize the 'County Commissioners of certain counties to issue and negotiate bonds for the purpose of paying the floating indebtedness of such counties,” (being Chapter 245, Laws of Minnesota of 1909), and approved April 19th, A. D. 1909;’ the County Board of said County s ‘authorized and empowered to issue the negotiable coupon bonds of said County for the purpose of taking up and funding the indebtedness afore- said: and, Whereas, pursuant to the provisions of said Act, by a resolution heretofore duly adopted by the County Board of said Beltrami County, it has beén de- termined to issue the bonds of said County in the aggregate amount of one hundred ninety-five thousand dol- lars ($195,000) for the purpose of tak- ing up and funding the indebtedness aforesaid; and the sald County Board after due advertisement has sold said bonds at a price above their face value with accrued Interest thereon to the Security Trust Company of the City of St. Paul, in the State of Minnesota. Now, Therefore, Be it Resolved by the County Board of Commissloners of Beltrami County Minnesota: Section 1. That for the purpose of taking up and funding the valid and outstanding indebtedness of the County of Beltrami, in the State of Minnesota, amounting to the sum of one_hundred ninety-five ‘thousand dollars ($195,000), mentioned in the preamble hereof, there shall be and there are hereby authorized and directed to be issued the negotiable coupon funding bonds of said County to the aggregate amount of one hundred ninety-five thousand dollars ($195.000). Said bonds shall be designated “ifunding Bonds of 1909;" shall be 195 in number, numbered from 1 to 195, both inclusive, and of the de- nomination of $1,000 each: they shall bear date of June 1, A. D. 1909, and shall become due and pavable as fol- ows: . Bonds numbered 1 to 13, both inclus- ive, aggregating the sum of $13,000, on December 1, 1910, Bonds numbered 14 to 26, both inclus- ive, aggregating the sum of $13,000, on December 1, 1911, Bonds numbered 27 to 39, both Inclus- ive, aggregating the sum of $13,000, on December 1, 1912. Bonds numbered 40 to 52, both inclus- ive, aggregating the sum of $13,000,-on December 1, 1913. Bonds numbered 183 to 195, both in- clusive, aggregating the sum of $18,000, On_ Decomber 1 1034, ; Said bonds shall bear Interest from their date until paid at the rate of four and one-half (43%) per centum per:an- num, payable semi-annually on the first days of June and December, in _each year, which installments of interest to date of maturity of principal shall be evidenced by proper coupons attached to each bond; and both the principal of and interest on said bonds shall be payable in lawful money of the United States of America, at the office of the Central Trust Company, in the City of Chicago and State of Illinois. Section 2. That each of said bonds and each of the interest coupons to be thereto attacned shall be substantially the following forms, respectively, - to- wit: (Form of Bond.) UNITED STATES OF AMERICA, STATE OF MINNESOTA, COUNTY OF BELTRAMI. FUNDING BOND 1909.° $1,00 ,000. 11 Men By These Presénts, That the County of Beltrami, in _the State of ~Minnesota, acknowledges itself to owe, and for value received hereby promises to pay to bearer ' the sum of One Thousand Dollars on the first day of December, A. D. 19...., together with interest on the said sum from the date hereof until paid at the rate of four and one-half per centum per annum, payable semi-annually on the first days of June and December in each yedr, as evidenced by and upon the presentation and surrender of the interest coupons hereto attached as they severally become due. Both sald principal and interest are hereby made payable in lawful money of the United States of America, at the office of the Central Tryst Company, in the City of Chicago and State of illinois. And for the prompt payment of this bond, with interest as aforesaid at maturity, the full faith, credit and resources of said county are hereby irrevocably pledged. This bond is issued by said county for the purpose of providing funds with which to take up and fund a like amount of the valid and subsisting in- debtedness of said county, incurred and contracted prior to and existing on April 19th, A. D. 1909, for lawful, nec- essary and proper county expenses, pur- suant to a resolution duly passed by the county board of said county; and under, by virtue of, and in strict com- pliance with the provisions of an act of the legislature of the State of Minnesota, approved April 19, A. D. 1909, entitled: “An Act to authorize the 'County Commissioners of certain counties to issue and negotiate bonds for the purpose of paying the, floating indebtedness of such counties” (being Chapter 245, Laws of Minneésota of 1909), and ' with the provisions of Chapter_10 of the Revised Laws 1905 of the State of Minnesota, and all laws amendatory thereof and supple- mentary thereto. D. 1909, shall be and the same 1§ hereby appropriated and ordered paid out of sinking fund tax heretofore levied for the year 1908, and which Is available for said purpose; and in or- der to reimburse said sinking fund for the amount so taken from it and to meet the interest falling due on said bonds subsequently to December 1st, 1909, and also to pay and. dis- charge the principal of said bonds at their respective maturities, there shall be and there is hereby ordered levied upon all the taxable property in said county, in addition to all other taxes, the follow- ing direct annual tax, to-wit: For the year 1909, a tax sufficient to produce the sum of $26,162.50, being $13,162.60 for interest and $13,000 for principal. For the year 1910, a tax sufficient to produce the sum of $21,190, being $8,190 for interest and $13,000 for principal. For the year.1911, a tax sufficient to produce the sum of $20,605, being 37,605 for interest and $13,000 for principal. For the year 1912, a tax sufficient to produce the sum of $20,020, being $7,020 for interest and $13,000 for principal.
