Lebanoun, Ind., Feb. 15.—If the de- elsion handed down by Circuit Judge B. B. Artman, holding that the legis- lature has no more legal right to li- cense the sale of intoxicating liquors than 1t has to license gambling, is upheld by the higher courts it will| close every szloon in the state. | Judge Artman held that the retail) liqnor business has no legal standing, on the ground that it is not one of the inherent common law rights of cit- zenship since the business is danger- ous to public health, public morals| and public safety. The legislature, Judge Artman de- clared, cannot make lawful for a price that which is unlawful because that contravenes the fundamental principle of government. In other words the legislature cannot legalize a mgnace to public health, nor can the Siate, under the guise of a police regulation, Yooking to the public morals, license «he saloon bnsiness. A wealth of opinions from the higher courts of many states and of the United States supreme court bear- ing on these contentions was quoted in the decision. RESTRICT FREEDOM OF PRESS. “Two Drastic Bills Before Washington Legislature. Tacoma, Wash., Feb. 15.—Two dras- tic bills to restrict the freedom of the press have been introduced in the leg- islature. One bill by Senator Booms is praciically the Pennypacker bill with the penal penalty omitted. The other bill is by Senator Graves. It prohibits the publication of suggestive stories and prohibits any account or reference to an execution, burning, 1ynching or hanging of a criminal or the detaiis of the commission of any crime or of any criminal tried, reports of police court proceedings and pro- hibits publication of advertisements of medicines to cure certain diseases. GAUSES EARTH TO TREMBLE TERRIFIC EXPLOSION OF HUGE OIL TANK AT CONSTABLE , HOOK, N. J. New York, Feb. 15—With a roar that was plainly heard above the street noise of the city a huge oil tanlk 1n the Standard Oil company’s storage plant at Constable Hook, N. J., ex- ploded during the day. So great was the concussion that windows mors than a mile distant from the scene were shattered and buildings many miles away were shaken so severely that many believed that the disturb- ance was caused by an earthquake. Fortunately the tank which exploded was an isolated one and only three persons were injured and they only slightly. These were workmen who ‘were fighting a fire which had started near the tank. They had fought the flames for more than an hour and had succeeded in holding them back from the big receptacle which contained 400 barrels of kerosene, but the oil be- came ignited and suddenly there came a tremendous report and the great tank was torn to fragments. Houses in the immediate vicinity were shaken as by an earthquake and thousands of windows were broken by the shock. ‘Across the Kill von Kull, on Staten Island, the effect was almost as se- vere and in the down town districts of New York there was a distinet trembling of the earth, lasting for sev- eral seconds. ALL DECIDE TO GO TO JAIL. Fifty-six Women Suffragists Guilty of Disorderly Conduct. London, Feb. 15.—Fifty-six women suffragists, who were arrested within the precincts of parliament, were ar- raigned in police court charged with disorderly conduct and resisting the police. Mrs. Deshard, a sister of Gen- eral French, who has taken a prom- inent part in the suffragist movement and who was the leader of the latest attack on the house of commons, was sentenced to pay a fine of $10 or un- dergo twenty-one days' imprisonment. Some of the women who previously had been imprisoned for engaging in suffragist demonstrations also were fined $10, with the option of a month’s The rest of the pris- oners were condemned to pay fines of $5 each or undergo two weeks in jail. They all elected to go to prison. ON STREETS OF TANGIER. Raisuli’s Former Lieutenant Slain by Assassins. Tangler, Feb. 15.—Ben Mansour, formerly Raisuli’s lieutenant, was as- sassinated during the day opposite the Spanish legation. Three natives be- longing to Ben Mansour’s tribe, doubt- les3 incensed by his treachery to Rai- suli, fired point blank at him and he fell to the ground mortally wounded. The assailants of the chief then threw themselves upon him and dispatched him with knives. The assassins were arraated.
