St. Petersburg, Nov. %0.—The fam- ine conditions in the govornments of Kazan, Simbirsk, Samara, Saratov and other Volga governments have now reached a most . desperate stage. Though on account of the chronic state of destitution of the poorer classes of peasants the Russian press gives no special prominence to the matter it is learned that the situation this year Is worse than for ten years past. According to experts the fam- ine is only slightly, if at all, less se- vere than the great famine of 1891, which enlisted “the sympathy -of the civilized world and caused the United States to send a shipload of grain, clothing, etc, to Russia. Thousands of peasants in the stricken .districts are now In the grasp of actual starva- tion, the cold of winter has already begun and letters and dispatches de- seribe the piteous condition of the peasants, who are eating pizweed and hay in order to lessen the pangs of hunger and are generally resigning themselves apathetically and hope- lessly to their fate, only in rare in- stauces resorting to violence. POLICE PLACED ON GUARD. Will Prevent Overcrowding of Chicago Traction Lines. Chicago, Nov. EA -A record of 132 persons killed and 2,271 others injured on the surface and elevated traction lines of Chicago since Jan. 1 last gave impetus to the crusade against the overcrowding of cars, which was be- gun by the officials of the oity Tues- day. The police, afoot and mounted, will assume a measure of control over the operation of traction lines. Granting the expected “permission” from the corporation counsel the force under Chief Collins will undertake the task of praventing the overcrowding of all “L” trains and the blockading of sur- face cars within the loop. It is planned to place uniformed policemen on every statlon of the loop. Just how many passengers will be per- mitted on each car has not been de- cided, but the suggestion was made that not more than one and one-half times the seating capacity of each car should be acceptable as safe. For Violation of Labor Law. ‘Washington, Nov. 8.—Upon request of Secretary Metcalf of the depart- ment of commerce and labor the at- torney general has caused the arrest of and instituted proceedings against a number of North Carolina cotton mill owners for alleged violation of the alien contract labor law. Wife Charged With Murder. New York, Nov. f9.—Mrs. Grace Cooper of Stapleton, S. I, has been arrested on a charge of murdering her husband, James Cooper, a Stapleton hotelkeeper, who died during the day as the result of being mysteriously stabbed in a room back of the bar of his hotel.
