ON EASY PAYMENTS that he is not; his silence is oppressive; but his personal organ devotes some space this week to a.ridicule of drainage and of Mr. Opsahl because he favors drainage and knows the country, and hence its needs as to drainage. Inview of the fact that Mr. McCuaig has never publically placed himself on record on this paramount northern Minnesota issue, is it not fair lo assume that his sentiments are voiced by his organ? But granting for the sake of argument, that Mr. McCuaig is not a foe to drainage, as his organ seems to be, it 1s altogether probable that he is entirely in- different on the subject. If sent to the legislature, he very likely would not openly, and perhaps not secretly, oppose any drain- age legislation, He would sit in his chair or at his club rooms and be indifferent, just as he is indifferent in this campaign. But do the voters of the dis- trict want that kind of represen tation? Do they wanta man who is and will be unconcerned about the one great issue in the counties he represenis, or one who will pull off his coat and work for it? Washington, Sept. 15.—Orders were Issued at the navy department during the day for the cruiser Des Moines, now at Key West, to proceed to Ha- vana at once.
