Secretary Shaw in a speech the other day before the school of instruction of the reyenue service made some statements about employment in the army and navy and other branches of the government service which sound most startling coming from one who is popularly re- garded as an ultra conservatist. He practically declares that a young man with brains and am- bition 1s foolish to enter the em- ployment of the United States government and that if he is already in it the best thing he can do is to pull out. Says the secretary: There 1s one branch of the government service—I won’t say which—where if a man has a good idea, they court-martial him. After he has suppressed his ideas for two or three years, no more propose themselves and he becomes a figurehead. Y. | Albany, N. Y., May 17—A riotshe tween Italians and negroes broke fout in the brick yards at Coeywans, twelve miles south of here. Sherif! Pitts and deputies and Lieutenamt Colonel Davis of the Tenth regiment went to Coeymans and the command- ing officers of local militia companies have been instructed to be in readi- ness for orders. One negro has been brought to the Albany hospital with a bullet in his side, The trouble grew out of the importation of Southern ne- groes to take the places of striking Italians. Shortly after noon Sheriff Pitts re- quested that the local militia be sent to Coeymans and arrangements were made to have the four companies of the Tenth regiment located here for- warded to the scene of trouble. STRIKERS ON THE MARCH. Mob of Negroes and Italians Compels Closing of Brick Yards. Newburgh, N. Y., May 17.—A mob of about 300 striking brick yard hands from the Fishkill yards came over to Newburgh in an attempt to force a strike at the Roseton and New Wind- sor yards. The mob, -composed of negroes and Italians, carried tlags and some of them were armed with clubs. They marched first to New Windsor and the yards there stopped work be- fore the marchers’ arrival. They then returned to Newburgh, with their |- ranks somewhat augmented, and paraded through the city. A party of police and deputies drove them from the street on to the tracks of the West Shore railroad. They then start- ed up the track for the big brick yards at Roseton, four miles above New- burgh. At Roseton a' posse of deputies armed with riflesyand shotguns halted the crowd. A. F. Seeger, the dis- trict attorney off Orange county, or- dered the men baick, as they were tres- passing on the railroad’s property. The strikers parleyed with Mr. Seeger and four of the leaders were arrested. The strikers were then driven back to Newburgh like sheep. On the way several of the marchers concealed themselves and rolled rocks down the banks on the pursuing deputies, who fired, and, it isisaid, shot one or two of the gang. On arriving at New- burgh the strikers were driven on the ferryboat and sent across the river. MAY STRIKE ON LAKES AGAIN. Firemen’s Union Refuses to Accept Terms of Carriers, Cleveland, May 17.—The conference between marine firemen and represen- tatives”of the Lake Carriers’ associa- tion, which for two days has been considering wages, has ended abrupt- ly, the firemen leaving the conference und refusing to accept the proposed wage scale. As the Longshoremens, Tugmens, Oilers, Grain Scoopers and Water Tenders’ unions are affiliated it is be- lieved the break in negotiations wvil carry out all of these elements and throw the lake carrying situation back to where it was previous to the agree- ment which resulted in a resumption of traffic.
