In an address ‘which he made on that occasion: General Castro ‘said that his retirement was due to ill health, but he did not say whether it was temporary or permanent. It is generally understood, however, “that his retirement: will last abou( three months. General Castro said: “Our present international position is completely defined and- cleared up and leads -us to hope that everything . will proceed with the utmost harmony on the foundation of mutual respect and consideration for our rights, as universally recognized, and' that -all pending matters will necessarily. ‘be settled by some friendly arrangement or by arbitration, the last resort of civilization. ¥ “The financial situation of Venezu- ela cannot be more flattering. It js known in Venezuela and abroad that all Venezuela’s engagements are relig- lously carfied out.” _ As a result of General Castro’s re- tirement the Venezuelan cabinet has resigned. g Are You Tired, Nervous and Sleepless ? Attorney Worthington Addresses Sen- ate Committee. ‘Washington, April 14.—The final ar- gument in the -investigation of pro- tests against Senator Reed Smoot be- ing permitted to retain his seat was made during the day before the com- mittee on privileges and elections by A. 8. Worthington, counsel of the Utah senator. In opening Mr. Worth- ington took up the subject of Mr. Smoot’s qualification to serve as-a senator and followed this by citing authorities in support of his conten- tion that it required a two-thirds vote of the senate to oust Mr. Smoot. An- swering Mr. Carlisle’s argument that Utah might go so far as to send Pres- ident Joseph F. Smith to the senate Mr. Worthington said that if such should be the case he should be per- mitted to serve if he gave up his plu- ral wife and lived only with his legal wife. In the event that Smith should fail to live in obedience to the laws, said Mr. Worthington, then he should be expelled. Mr. Worthington pointed out that Mr. Smoot's life had been blameless and that he is a law abider in every sense of the word. It was contended by Mr. Worthing- ton that plural marriages are no longer performed with the sanction of the Mormon church. He said that Utah had been “raked and scraped” and the plural marriages brought to light since the manifesto would not amount to one a year and that these offenders are new virtually fugitives from iustice EMPLOYER We have listed competent Managers, Stenographers.
