While alarge sale of state lands is to'be held this spring; it is the first for a number of years, and the policy of the state: has 'been to hold its lands for speculative purposes, to the detriment of northern: Minnesota. ‘Besides, it owns millions of acres of swamp lands which it secured from-the federal government ‘in consideration of a promise that it would drain them, and so far it has refused to appropriate the money necessary to carry out this contract. In the meantime, areas open for settlement, in many cases, are absolutely unavailable because they are -surrounded by state lands that pay no local taxes, help build no schools, and con- tribute nothing toward the con- struction of the roads thaf are absolutely necessary for develop- ment and growth. The fairest bit of farming land in the world is absolutely. useless if it is sur- rounded by dormant state lands. It is this that has caused the press of northern Minnesota to rise in'a body and demand that a more liberal and farsighted policy be adopted. It is this that has caused the people of the northern half of the state to de- mand that the state shall have some thought for those who are trying to bring their sections into the fullness of prosperity that their resources waarant. It is this that has given rise to the cry for strong men for the legis- lature from this end of the state men who are capable of bringing about the change in policy that is so0 sadly needed. THE suggestion has been made by a local citizen that the state should be compelled to pay local taxes upon its dormant lands so long as it persists in holding them back from settlement This idea is a good one, but its realization depeuds upon the fair- ness and patriotism of the mem. bership of the legislature. Sel- fishness on the part of members from central and southern Min- nesota_would be fatal to its suc- cess. But if they look at the question wich an eye single to the growth and prosperity of the entire state, they will either grant that this request is reason- able, or will speedily set in mo- tion a policy . that shall relieve northern Minnesota of its curse of speculative landlordism.—Du- luth Herald.
