Minn., as second class matter. 3 SUBSCRIPTION $5 PER YEAR Enteéred in The Bond Issue, THE PEOPLE of the city gener- ally are taking an interest in the proposed issue of $25,000 bonds, which will bevoted upon ata special election ' called for that purpose next Tuesday. While sentiment is almost unanimous 1 favor of the bond proposition, a few residents of the city have questioned the legality of the bonds and fear that the council will be unable to dispose of them after they are voted. In a com- munication -to the Pioneer last night. City Atterney Russell folly explains the legal phase of the proposition and quotes the law under which it is proposed to issue the bonds. The explan- ation, it is believed, will be suffi- cient to satisfy the minds of those who have questioned the legality of the -bonds, provided they are voted, and there should be no op- position whatever at the polls next Tuesday, as the city’s ur- gent need of a bond issue has been explained at. length by Mayor Carter and the members of the finance committee of the city council. Every intelligent citizen of the city knows that a sewerage sys- tem is needed and that the only manner in which the council can proceed to provide such a system is to bond the city and assess the cost to the property which it benefits, who have three years in which to re-imburse the city for the improvement. It is to the interestof every citizen and taxpayer that a large vote be cast in favor of the bonds at the election next Tuesday that a good premium can be se- cured with the sale of the bonds. HERE'S a business man who can hold his own with catalogue houses. A merchant in Hum- bolt, Iowa, has a two-page adver- ‘tisement in his paper and says he can out-sell, out-bid and out- do any catalogue house in Chicago, and he is doing it, too. Why not? His rent is less, in- surance less, clerk hire far less, goods come in large quantities with freight less. A man who goes into his store and buys, Special Election Notice. Any person so lice intoxicating liquors and bev es, shall either by himself, agent, servant or em- ployee, suffer or permit any loud noise, or other riotuous or drunken and disorderly conduct in his or their place of business, or in any room connected therewith, or under his consrol. whereby the public may be an- noyed or endangered. Any person, firm or corporation licensed to sell intoxicating liquors, as pro- vided in section one (1) of this ordinance, who shall before the expiration thereof desire to remove his said business to some other loca- tion within the safd ci: hall present an ap- plication in writing to the city clerk, which said application shall state the old location, and the new location, and shall be accom- panied by a fee of one dollar (31.00) which shall be retained by the city clerk as'h's fee for making the correction, in the same shall be allowed by the counc and the change allowed and approved, which may be done upon motion made, in the usual wav and entered on the minutes of the meeting, but no such change or transfer shall be al- lowed by the city council until a new bond has been furnished or the old bond changed to cover the new location. Section 6. Any person, firm or corporation to whom license has been issued as provided in section one (1) of this ordinance, may in case of actual sale,which fact shall be proven to the satisfaction of the city council by the sworn affidavit of the person, firm or corpor- ation desiring to purchase, thuat the sale and purchase is made in good faith for a valu- able consideration, the said council may by motion direct the city clerk to make s change in such license as will meet the quirements of the change in ownership, pro- vided however that a new bond shall in all such cases be provided by person. firm or corporation so purchasing such license, and provided also that said purchaser shall pay to the city clerk the fee named in section five of this ordinance, Any person violating any of the provisions of this chapter shall be guilty of a mis- demeanor and on conviction thereof shall be i punished by a fine of not to exceed one hun- dred dollars (8100) and costs of prosecution, and in default of the payment of such fine and costs to be imprisoned in the county jail of Beltrami county, until such tine and costs are paid, not to exceed sixty days. Entitled Drunkenness of Intoxication, The City Conncil of the City of Bemidji, does ordain: That section one (1) of General Ordinance No. 4 of the Oity of Bemidji, be and the same is hereby amended to read as follows: Section1, Any person who by voluntarily drinking intoxicating liquors becomes drunk Or intoxicated, and shall appear in tbat condition upon any street or public place within the city of Bemidji, or who be- ing intoxicated in any saloon, hotel, tavern, boarding house. store or other place of business, or dwelling house. conducts him- self in a noisy, boisterous or riotuous man: ner, or shall create a disturbance therein, or thereon, shall be deemed guilty of a misdemeanor, and upon conviction thereof shall be punished as follows; For the first offense by a fine of not less than one dollar ($1.00). nor more than ten dol- 1ars (210.00), or by imprisonment_for not more than ten days. For the second offense by a fine of not less than one.dollar (81.00), nor more than twenty-five dollars (825.00), or by imprisonment in the county jail for not less than five'nor more than twenty-five days. For the third offense and .each subsequent offense by_a fine of not less than five dol- lars nor more than fifty dollars, or by im- prisonment in the sounty Jail for a period not exceeding sixty days. 4 - This amendment shall be in force from and after its passage. approval and publication.
