The state fish and game com- mission has issued instructions to County Auditor Wilmann that he may issue resident hunting ilicenses by mail. Heretofore it has been necessary for an appli- {cant for license to appear be- fore the auditor in person. Un- der the new regulation, however, an affidavit giving a description of the applicant, his residence, occupation, etc., may be forward- ed to the auditor, who, upon re- ceipt of this and the regular $1 fee, will issue a license, Today there were seven licenses issued at the county auditor,s office, and three applications were re- fused because the parties desir- ing license enclosed only 25 cents. Miss Hetland’s Father Dead. B. S. Hetland of Moorhead died at an advaunced age in that city | Wednesday evening after a ling- ering illness. THE Indian department of the United States government ap- pears to be doing its worst. The government maintains a wardship over the red man which necessiates the activities of thou- sands of white men and the out- lay of millions of dollars in the belief that it has a duty which it owes to the Indian. - This system appears to founded upon the idea that the Indian is not fit to care for himself, and that while the country owes him immense sums, this money must be doled ovt to him in small quantities. The result is that the Indian knows that he is provided for for life and is content to live in squalor from one payment to an- other. In other words the gov- ernment is systematically de- grading the Indian. Paternahism never made any people independent. 'Better give the Indian his own and let him do what he pleases with it. When it is gone he will have the same spur to action that the white man { has—hard necessity. Has a County No Honor? YESTERDAY’S despatches con- vey the startling news that a county in western Minnesota re- fuses to pay back to the money which was loaned to it a few years since in its time of desper- ate need.
