(Chapter II, section 6) 2nd That the charter provides that the general election laws of the state, so far as they are appli- cable, shall apply to all elections held under the charter (Chapter 11, section 6) 3rd. That the primary election law does not apply to the city of Bemidji inasmuch as the primary election law does not apply toany muncipal election in any city in Minnesota under 10,000 popula- tion (Section 2 Chapter laws of 1902.) An able editorial in yesterday’s Duluth News Tribune calls attention to the fact that the city is being adminis. tered with comparatively little cost in the way of salaries, the far greatea number of city offi- cials serving absolutely without pay. . This is but one of the bene- fits which Bemidji may expect under its home rule charter, Texas Bank Cashier Suicides. Houston, Tex., Oct. 11.—F. R. Gray, cashier of the Commercial National bank of this city, shot himself twice with a revolver, dying almost instant- ly. He was about forty years of age and ranked high in Texas banking cir- cles. New Orleans, Qct. 11.—The an- neuncement by the Marine hospital service that the work of fighting mos- quitoes, in which the forces of the government have been engaged since Aug. 8, as well as the fumigation of squares in which a case of fever ap- pears, has been permanently discon- tinued is accepted as a declaration by the federal forces that the fight against the fever is about.over. The cases. now appearing are so few and so mild that very little difficulty is experienced in handling them. A fall in tempera- ture followed the cessation of rains and with its continuance the few re- maining mosquitoes may be expected to disappear. Travel continues to in- crease and New Orleans people are returning home from every direction. Pat Crowe in Court. Omaha, Oct. 11.—Pat Crowe was ar- raigned before Judge Berks in the po- lice court during the day and pleaded not guilty to the charge of shooting with intent to kill Patrolman Jackson.
