WHILE some contributed more than others to the work which has resulted in incorporating Be- midji as a city under a home rule charter, no one person, or set of persons, can claim the credit. Bemidji has beenncorporated as a city because the business men of the city took up the matter as a purely business proposition. We believe that the sign is a good one. Not alone the busi- ness men, but the people of the city generally, have come to look upon city incorporation as a good business move and ‘when any city considers its ad ministration from a business standpoint it is on the high road to economy and effi- ciency—on the road to giving its citizens the most for their money. The question of who shall be chosen as the first officials of the city is asked onallsides. This gen- eral interest in the ' organization of the new city is also a good sign and we are confident that the same care, conservatism and unanimity manifested in the adoptionof the charter will also be showed in the choice of majyor, aldermen and other officials, The first year will be an important one and Bemidji wants its best men to serve it. Their selection should, and will, be a business proposition. THE village of Mahnomen, which was hardly in existence five months ago, is about to vote on the proposition to issue bonds in the sum of $5000 with which to improve country roads leading into the village. The men who have made Mahnomen evidently have an acute understanding of what makes for the prosperity of a town. The grading and the paving of city streets is well, but the building of good substantial feeders into whe country is better Twenty five thousand dollars spent by Bemidji for the con- struction of a few good country roads a fsw miles out of the city would soon bring an annual re- turn of many hundreds of thou- sands of dollars. RECENT comment -in the Pjo- neer to the effect that Congress- man Buckman had emerged with credit from the tresspass suits which the state brought against him is met with sneering re- marks from various newspapers. Buckman has been very liherally advertis- ed as a state timber trespasser but after the state has made its most earnest attempt to furnish proof and totally failed, no news- paper has any moral right to continue circulating such stories or to resort toinsinuations of dis- honesty. If Buckman were twice as bad as he was first ac-| cused of being he would not be as bad as the newspapers which continue to circulate libels that have been disproved. THE populistic idea that cor- porations are things that ought to be killed off has had full play in Porto Rico- and as a conse- quency industrial and commer- cial activity in Porto Rico is dead. What corpgratious need is regu- lating, not killing. THREATENS 'TO BURY TOWN. Mountain Near Ajello, Italy, Split by an Earthquake. Rome, Sept. 29.—A mountain near Ajello called Pletra Calondia, 300 me- tres high, split in two owing to shocks of earthquake and threatens to bury the town. All the inhabitants have fled. There was a terrible cyclone at Sparanise, in the province of Caserta. All the treesgnd telegraph poles were uprooted, houses were damaged and several persons were killed and in- Jjured.
